Job Description:
- Plan and schedule all activities associated with line/substation construction and maintenance. Incumbents are expected to have complex skills and the ability to work independently and lead construction and maintenance activities scheduling calls of any complexity.
- Minimum supervision required: The planner is expected to have proficient working knowledge in the installation, maintenance, and operation of the following:
- Line Planner - Transmission line structures and wire, transmission line switches, and associated equipment and facilities
- Substation Planner – Substation equipment such as transformers, regulators circuit breakers, switches, instrument transformers. As well as above grade and below grade facilities, structures, and associated equipment and facilities .
- Responsible for planning and sequencing complex construction and maintenance activities, including equipment outage sequence, temporary facilities installations.
- Incumbents are expected to have complex technical skills and interpersonal skills to ensure safe and productive project execution.
- Incumbents will also be responsible for coordinating with Transmission, Distribution, and Generation leadership, and resolving technical matters.
- Capabilities:

- Review and critique isolation procedures and project sequencing

- Lead teams to ensure paperwork and files are accurate and submitted in timely fashion with no issues
- Lead other planners in organization, develop and execute a procedure, and develop work plans to complete a task with error free performance
- Working knowledge of line and substation engineering and equipment database systems of record, to be able to identify and understand equipment information required for work planning
- Identify Clearance boundary requirements for performance of work, including recognizing and mitigating risks associated with close margins and contingency scenarios, and including becoming Switching and Tagging qualified with Company to submit Clearance Requests/Outage Requests/Hot Line Tag
- Complete understanding of NERC compliance and importance for accurate data and timely completion

- Bachelor's Degree or a combination of education plus equivalent work experience
- Must demonstrate basic computer skills.

Airswift is looking for a Construction Specialist to support one of our large power generation clients on a one-year contract based in St. Petersburg, Florida. The successful candidate shall be the Subject Matter Expert (SME) and advisor on Distribution Line Construction with fifteen years of experience at a minimum. The SME supports a diverse Project Team to achieve company objectives and is primarily responsible for providing technical support on the execution of Distribution Line Construction activities. The SME will report to the Lab Operations Center in St. Petersburg, Florida.
- The SME should possess the leadership skills to support Craft and Engineering Stakeholders.
- The incumbent will be responsible for supporting the execution of the work to meet the Program Objectives.
- The SME shall ensure that Craft and Engineering stakeholders adhere to safe work practices, distribution engineering standards, work methods, and procedures.
- The candidate will be the go-to person for any construction concerns that the crew has regarding construction projects.
- The candidate must be familiar with Company safe-work practices, standards, work methods and procedures.
- This role requires field duty as well as office responsibilities. Expected to be in office at least 2 days per week, and in the field at least a few hours per week. Otherwise, candidate may work remotely.
- The successful candidate is required to have a demonstrated proficiency in Microsoft Excel, Teams, Share-point, and GIS

- Provide technical expertise and judgment to drive consensus and resolve issues.
- Evaluate and review basic proposed and existing codes, standards, regulations and guidelines to determine the impact on company programs and facility operations and assists in comments to the project team.
- Maintain comprehensive knowledge on land use, siting, permitting, and environmental laws and regulations and a working knowledge of technical aspects of siting requirements.
- Provide leadership in developing and maintaining procedures and programs to ensure new transmission facilities comply with applicable laws and regulations.
- Ensure consistent filings for these transmission facilities.
- Collaborate with wide latitude to plan, conduct and direct work on complex projects necessitating the origination and application of new and unique approaches.
- Exercise independent judgment in developing methods, techniques and evaluation criteria for obtaining results.
- Strive to continually develop and improve expert technical knowledge and skill to ensure that department expectations are met.
- Represent the Company in public meetings required for a wide range of regulatory entitlements, local land use approvals and other presentation opportunities including project workshops and open houses. (Internal Siting Leadership approval required).
- Apply advanced knowledge of multiple disciplines while working across a number of functional areas to obtain results on major projects.
- Participate as a recognized expert in Siting issues.
Qualifications

- Training and/or work experience in design/analytic software a plus (CAD, GIS).
