Control System Specialist Engineering Services – Milan, Italy

The service holder’s main function will be to ensure that the detailed engineering is developed in compliance with the contract requirements.
The service holder will be responsible to:
• Ensure Project safety standards and specifications are met.
• Coordinate and provide engineering expertise to ensure that the plant is designed and will operate in accordance with the SOR and Safety Concept.
• Ensure that interfaces with other engineering disciplines (Process, electrical, instrumentation, rotating, mechanical, piping, etc.) are adequately and timely addressed and properly engineered.
• Evaluate the Contractor performance.
• Monitor the interface points and the consistency of PCS and HMI with the other EPCC packages. The service holder will be the technical expert for the Process Control system design and engineering


Key responsibilities and main tasks:

? Provide Process Control Systems expertise support to process engineering in the implementation of the DCS/ESD/FGS/CCS/MMS/OTS/etc. functional specification and design work.
? Review all engineering deliverables related to the Process Control Systems (Instrument Index, Functional and Detail Design Specifications, Third party Interfaces, Fiber Optic network, Vendor drawings, etc.).
? Ensure coordination and integration of all systems both within package 02 + 03 and between scopes of all the EPCC Contractors and Suppliers; achieve homogeneous system control and HMI within the complex and integration of out of fence systems.
? Provide OT Cyber Security expertise for the development of the scope in compliance with regulatory requirement.
? Ensure that the engineering deliverables are designed and engineered in accordance with the project specifications and standards.
? Evaluate the request for waiver and issue the corresponding recommendations.
? Liaise and coordinate with the other discipline (Process, Mechanical, Rotating, Quality, Instrumentation and HSE) within the project engineering teams to adequately manage the interfaces with the other disciplines, seeking expert advice from Shareholders where additional expertise is required.
? Ensure EPC’s timely resolution of inter package interface points, and appliance of the HSE plan.
? Provide technical advice and input to other groups and disciplines within the project engineering team, instrumentation and control, process, mechanical, construction, commissioning, operations, procurement and commercial.
? Support the Engineer Manager in coordinating/communicating various issues that affect the Process Control Systems engineering, design, safety, and regulatory compliance of the work.
? Provide support to the estimate and procurement group for the Process Control Systems supply and installation.
? Provide support for Process Control Systems assembly and testing (PIB, pre-FAT, FAT, iFAT, SAT), hardware as well as software, site installation, commissioning, and unit startup.
? Prepare and submit monthly progress data, including narratives, charts, graphs, etc. on Process Control engineering issues to the Process Control Senior Engineer.
? Provide Process Control input as necessary for the following, but not limited to, process and engineering workshops and reviews:
o PI&D’s review 4
o Hazard and Operability study (HAZOPS)
o LOPA and SIL
o Criticality assessment workshop
o Value Engineering workshop
o Vulnerability and reliability study
o Risk workshop, as appropriate
o Project definition review
o Etc.
? Use teamwork principles to establish and maintain a close working relationship with the Contractor discipline engineers to ensure the responsibilities of the Contractor are appropriately controlled and maintained.
? Ensure the quality and timely issuance of the Control system deliverables developed for the project.
? Ensure an effective interdisciplinary/inter package coordination of the control system deliveries as per the package milestones and contract requirements.
? Review and timely respond to the technical clarifications received from the Contractors and Suppliers
? Address the Project specification deviation requests, in a timely manner.
? Comply with the project governance, general rules and requirements (operational safety, administrative rules, code of conducts, etc.). Commitment to safety and environmental aspects of major construction projects

The experience shall include:
- Qualification:
o Technical knowledge and experience of DCS/ESD equipment (10+ years) in the Oil & Gas Industry and significant experience in the following areas is required:
o Process control and measurement
o DCS/ESD design and engineering
o Instrument and Control System testing, installation, and commissioning.
o The service requires an ability to liaise effectively at all organizational levels and to represent the Project on Control Systems related matters.
- Languages: Have good oral communication abilities and writing skills in English
- Professional Experience: 10+ years
- Experience within project:
o Be able to cope in a positive and productive manner within a high pressure environment as expected in a large Project with an aggressive schedule.
-Be able to work well as a member of a Project Team and to positively communicate with his contractor’s counterpart.
