Job Responsibilities:
- All assigned substation projects from conception (Early Stage) through construction and commissioning (Execution).
- In the conceptual phase, work with the Early-Stage Project Manager to support the engineering requirements and scope with the Development Group.
- Training, due diligence, and technical oversight of external engineers of record (EOR) for all assigned substation projects to ensure compliance with required generation interconnection agreements, scope of work documents, project specifications, site-specific design requirements, IEEE, NESC, ASCE, and all other applicable industry codes and standards.
- Securing engineering consulting resources from a list of approved suppliers by developing a scope of work, securing bids, evaluating, and awarding work through NEER’s Integrated Supply Chain (ISC) Group.
- Coordinate with other project stakeholders to develop and secure a substation site, support any engineering updates, data, and permits necessary to design and build the substation.
- Competitively source, select, and contract geotechnical, survey, engineering, and construction services, and support the E&C Cost Estimating Team with scope assumptions.
- Coordination with other groups to ensure that the assigned E&C substation projects are successful. Represent E&C’s internal and external interests on assigned projects, including presentations/briefings on current progress, issues, and risk mitigation in meetings with various levels of management.
- Support Transmission Services during review of interconnection documentation, including system impact studies, facility studies, reactive and harmonic studies, and interconnection agreements, ensuring compliance with all ISO requirements.
- Manage all project long lead major material orders to minimize risk of delays or exceeding the project budget. Assist ISC with all substation project SOW creation, review, approval, and preparation of shopping carts for engineering services and materials in a timely manner.
- Support E&C Estimating with template updates via project feedback, technical support, and scope modifications.
- Collaborate with project engineering resources in various disciplines to determine project priorities, work plans, and lines of demarcation.
- Ensure projects are efficiently, cost-effectively, and safely implemented in accordance with department processes, procedures, industry standards, and policies.
- Support assigned project commissioning activities to meet corporate objectives.
- Support Legal in any regulatory filings, depositions, and/or hearings.
- Collaborate with component OEMs to enhance/adapt their designs to better integrate with NEER’s philosophies.
- Experience in substation design and engineering of High Voltage substation projects.
- Project Engineering and/or Project Management experience with a strong bias for action.
- PMP and/or P.E. in a related discipline is a plus.
- Some travel required within North America.
Education/Experience
- Bachelor’s degree in Electrical, Mechanical, or Civil/Structural Engineering is preferred.
- 5+ years of experience in Substation design and engineering of High Voltage substation projects is highly preferred.
The position involves occasional travel within the United States to project locations for testing purposes, with an estimated travel frequency of up to 25%.
The remaining work is primarily remote, focused on providing support through SCADA monitoring.
Job Description
The Commissioning Manager will be working on one of the world’s largest Battery Energy Storage System Developers as their Commissioning Manager-Analytics.
They'll be conducting plant testing, performance testing, ISO/GIA/PPA Testing and startup of a Battery Energy Storage System and Solar Coupled Power systems. They'll be expected to act as owner’s representative to oversee aspects of the energy storage system including: compliance, status reporting, safety, startup, commissioning, and testing; managing and reporting on commissioning, and performance testing work performed by contractors and/or vendors at the project site.
Preferred Background
- Engineering or professional electrical career in power systems construction and startup with min 100MW-hr or 5 EA energy storage systems and commissioning.
- A background with BESS is required. Experience with SCADA is important.

- Must have a thorough understanding of the technical, performance, and integration of Li-Ion batteries as part of ESS

The senior project manager manages project activities for refueling outages, forced outages, and on-line work as assigned, providing oversight of the staff involved in planning, leading, controlling, and monitoring to ensure that work is implemented safely, with quality, on schedule, and within budget.
- This includes all aspects of project implementation including budget, work package preparation, parts procurement, ALARA planning, industrial and nuclear safety, clearance order preparation, work prioritization, resource loading, risk management, and work execution including resolution of schedule delays and conflicts.
- Develops the budgets, including tracking cost versus budget for assigned projects. Assures proper progress and focus through frequent interface with the client, engineers, related parties, and management.
- Develop and manage contracts and interface with vendors.
- Develops project schedules commensurate with project complexity and size with the goal of being able to manage risk, accurately track progress, enforce accountability, and manage critical path and float.
- Mentors other less experienced project managers.
- Prepare and deliver written and oral communications to various groups including senior management.
- Develop and maintain long range plan strategies associated with assigned projects.
- Support effective implementation of the Columbia Generating Station Self-Assessment and Corrective Action Program.
