Job Dimensions
- Puts in place all necessary processes (Transport Manifest, material segregation, etc.) to ensure smooth operations
- Ensures that all Company equipment and materials transiting at Supply Base are carefully handled for transportation or retrieved from storage to support company Operations on PRL-15 in line with Company HSE rules.
- Contact with various collaborators, internal and external entities including internal entity representatives, Base operators, and Contractors.
- Acts as Technical, Health, Safety, and Environment Authority at Supply Base, hence is the leader of the Advanced Command Post as per affiliate Emergency Management Plan (ERP);
- Demonstrates personal commitment to the HSE Policy, promotes safe work culture (12 Golden Rules), STOP-work authority, and HSE awareness to the Company's & Contractor(s) personnel
- Actively participates in Company safety awareness and initiative schemes; enforces appropriate safety control measures and flags non-compliance
- Conducts toolbox taIks and, trains workers on safe and environmentally friendly work practices & methods
- Adhere to the values and principles of the Company Code of Conduct at all times
- Willingly and openly share good practices.
Methods and HSE:
- Serves as the RSES (Responsible for Safety and Environment on Site) for Supply Base
- Plans, develops and supervises the implementation of site-level procedures to ensure safe and efficient operations
- Implements and maintains Permit to Work, anomaly reporting, Stop card and other required safety processes
- Participates in the investigation of high potential events, cause tree analysis, board of inquiries (where required); Chairs the site-level meetings including quarterly HSE committee (COSITE);
- Ensures that all incidents, accidents that occur within the supply base are diligently reported into Synergi;
- Ensures the implementation and efficient use of industrial tools for efficient base operations (PTW, SAP SCOT, etc.).
- Implements policies and procedures for the stock management of Company materials; ensuring robust and reliable stock management, including ad-hoc, annual, and rolling inventory, and use of the SAP system;
- Direct responsibility for the reception (including returns) and dispatch of all materials in support of Company activities on PRL-15 and Offshore sites (PPL-576, etc.), and the daily management of Reception and Delivery operations;
- Supervises the activities in the Warehouse, Stacking area & Barge/Landing Craft operations on the Wharf and performs supervisory duties at the level established by management for the position;
- Manages, supervises, and coordinates the transfer of material and equipment from Supply Base to Herd Base and other sites (including offshore) in collaboration with respective RSES, Superintendents and/or Company men;
- Manages the collection of all documentation (Purchase Order, Delivery note, Customs clearance, Picking List, Good Issue, Manifest/Freight Waybill, etc.) required for the reception and delivery of equipment and material to/from Supply Base at Napa Napa for recording and archiving all Stock movements in SAP (UNISOL) system;
- Ensures that appropriate handling and packing are provided for the preparation of baskets and containers used for issuing all material required by the company, emphasizing the application of safe systems and methods;
- Ensure up-to-date records of all activities at base (including tonnages, waste tracking, energy consumption, material reception and dispatch etc.).
- Reacts to urgent requests and changing priorities per company's requirement;
- Ensures strict monitoring of all rental equipment for costs, performance, and status (timesheet). Adjusts machinery based on activity level and ensures timely maintenance of all contractor equipment.
- Follows fuel supply and inventory management, ensuring timely delivery and maintaining appropriate stock levels to meet the project and operational demands
- Analyze fuel consumption patterns and forecast future needs to optimize fuel procurement plans
- Responsible for checking the conformity of all lifting gear (outgoing/incoming) used for lifting operations of equipment and materials on the Logistics Base
- Ensures that adequate records (loading and offloading tons at the Jetty, deck occupancy on the barges, etc.) are maintained on-site to optimize the means and facilitate allocation of operational costs
- Ensures that Company Rules and Procedures regarding handling & lifting operations are well understood and applied at the Supply Base
- Performs, or makes perform by a competent person, toolbox talks before each working shift or when critical lifts are being carried out, ensuring lifting operations are completed according to the lift plan.
- Ensures proper implementation and administration of all logistics base contracts on-site as applicable;
- Ensures that all Material Requisition Forms (MRF), Service Orders and Call-Off Orders required for logistics base activities are issued and approved on time in SAP to avoid interruption of the Services by contractors.
- Manages, directs, motivates, and develops all staff and contracted personnel to ensure safe, efficient, cost-effective, and auditable services; Responsible for the safety, efficiency, and productivity of daily activities at the base.
- Ensures strict compliance with all HR processes implemented.
- Assigns priorities and objectives to the Base Supervisors and Superintendents (as applicable).
- Logistics focal point at the Supply Base. Essential position in the organization regarding the reception and dispatch of materials in the required quantity for use on the location and offshore sites to avoid operational problems, constant breakdowns, shutdowns, and delays to drilling operations.
- Work with own initiative with minimum supervision, remain calm under pressure, work to meet requirements, demonstrate logical thought patterns, and have a high degree of organizational ability.
- Responsible for applying appropriate procedures and methodologies to ensure that major hazards associated with the Supply Base operations are adequately assessed and managed.
- General engineering degree or Master's in other related disciplines (Logistics or Supply Chain Management).
- The position requires autonomy, discipline, commitment to excellence, respect for deadlines and good team spirit.
- Good interpersonal, problem-solving, and communication skills with the ability to coordinate and influence others.
- Confident user of Microsoft Office applications package (Word, Excel, PowerPoint) and SAP (MM) systems.
- Fully conversant with relevant legislation, Company Rules (Referential), and best practices.
- Minimum of 7 years varied experience in materials management including 5 years supervisory experience in Oil & Gas industry experience (Logistics / Warehousing).
