On behalf of our customers, we are currently recruiting for an HSED Lead to be placed in Paris and would be on a 12 months’ contract with the possibility of extension.
 
Responsibilities 
The HSED Lead SUBCONTRACTOR will manage the HSED team, including organization of the team and checking of HSED deliverables produced by others. He/She will be responsible for HSED activities schedule and budget.
He/She will be assisted by four discipline Leads (Safety Lead, Risk Quantification Lead, Environmental Lead, Acoustic Lead). He/She will be supported by SUBCONTRACTOR experts and engineers having experience on similar projects.
He/She will interface with the Client, the Partners, the Third parties/ Classification & Certification societies, the Subcontractors, the POC Project Management Team, and the other disciplines like Process, Piping, Civil, Instrumentation, etc.
The main HSED activities are the following:
  • Risk analysis,
  • HSED reviews procedures, organization and participation on demand (Hazid, Envid, HRA, Hazop, Sil, etc.),
  • Plot plan review (Identification of HSED requirements & Plot plan review participation)
  • Hazardous area classification studies,
  • Passive fireprotection studies,
  • Cold spill protection studies,
  • Active fireprotection studies (firewater pumps station design, fire-fighting network and deluge systems studies, hydraulic balance calculations),
  • Flammable gas, toxic gas and fire detection studies,
  • Personnel protection studies,
  • Escape, Evacuation & Rescue studies
  • Specification for firefighting and personnel protection equipment.
  • Consequence (physical effects) modelling to assess Safety distances and Design accidental loads,
  • Quantitative Risk Assessment and other Safety studies (FERA, EERA, DOS,...) followup,
  • RAM (Reliability, Availability, Maintainability) studies followup,
  • Environmental and health impact studies (Air and Marine Dispersion studies, Noise and Vibration studies, Spill Pollution control, Waste management, …).
SUBCONTRACTOR shall perform the following general activities:
  • HSED engineering leadership: He/she oversees organisation of the team and checking of deliverables. He/she is responsible for the schedule and the budget. Feedback shall be formalized and shared with the CONTRACTOR Safety Department
  • develop deliverables of good quality with the Project schedule and Project milestones
  • manage interfaces with TechnipEnergies Leaders (LDE) (P&ID Department, Process Department, Piping & Material Department, Civil Department, E&I Department, Package Department…)
  • prepare replies to COMPANY comments
  • prepare Engineering Queries where clarifications are required from COMPANY
  • raise inconsistencies in the Basis of Design to CONTRACTOR attention
  • participate to weekly meeting with TechnipEnergies HSED Head of Department
  • issue weekly report to CONTRACTOR
  • attend meetings when HSED representative is required
  • perform the HSED engineering activities in accordance with Project procedures developed by CONTRACTOR (ex. Interface management, COMPANY communication, document numbering, HSE, quality…)
  • Propose technical optimizations and Capex optimizations.

Skills / Qualifications 
  • Master of Science Degree in Engineering, preferably one of HSE Design discipline or Process
  • Well-established knowledge of technical activities as described above (refer to §2),
  • Well-established knowledge of International Codes & Standards (NFPA standards, API practices, IP codes, EN, ISO, etc.) and Major COMPANY HSE Specifications
  • Well-established knowledge of technologies used on projects who are involved in
  • Sound judgment in technical matters with good skills in plant design optimization/modification
  • Working proficient in English
  • Comfortable with the use of common computer tools (Microsoft Office tools including Word, Excel, Power point, Adobe Acrobat, etc).
  • Good Teamwork and inter-personal skills to assert themselves in a multicultural environment.
  • Commitment, proactivity, strictness (including traceability of source, comments & modifications), task planning and delegation, ability to interface inside and outside the HSED team, etc.), ability to easily communicate, ability to analyze/ solve problems and arbitrate technical choices, leadership.
  • Significant experience of more than fifteen years in HSED engineering for HSED Leads.
