We are seeking a consultant to join a Defense & Security Team within a major offshore wind construction project. The role focuses on delivering secure and compliant energy infrastructure that aligns with national defense and border security requirements in a complex hybrid security environment.

The consultant will primarily be responsible for the defense scope, ensuring all necessary agreements with armed forces and border authorities are secured, and that technical mitigation solutions are procured, implemented, and integrated into project execution.

Responsibilities extend into early operations, including snagging, compliance readiness, and training of operational teams into 2028. The role also involves support across the broader security scope, including cyber, IT/OT, and physical infrastructure.

Key tasks include:

 

  • Leading the defense scope across engineering, procurement, and construction phases.
  • Managing compliance with critical infrastructure and defense regulations.
  • Supporting cross-functional coordination to integrate defense solutions within the overall project.
  • Preparing and implementing service and maintenance strategies to ensure continued compliance.
  • Contributing to offshore physical security planning and risk mitigation efforts.
  • Collaborating with internal teams and external authorities to shape long-term coexistence frameworks between energy infrastructure and defense operations.

The consultant will work closely with the project’s senior leadership and strategic defense stakeholders to manage risk, schedule, budget, and scope while maintaining regulatory alignment.

Decision authority includes managing defense-related contracts, engaging with stakeholders, and contributing to procurement strategy within an approved mandate. Regular travel and on-site presence are required.

Qualifications:

  • Proven experience in complex project management
  • Strong knowledge of regulatory compliance and security frameworks
  • Excellent stakeholder and risk management capabilities
  • Military officer background (preferably Navy or equivalent) strongly preferred
