POSITION: Community Liaison Officer
REPORTS TO: Community Relations Manager (CRM)
LOCATION: Afungi rotation (28 x 28)
SUPERVISES: As directed by CRM

The Community Liaison Officer focuses on the Mamba Midstream LNG project and the external engagement with district authorities, leaders and members of the impacted and surrounding communities, and possibly local civil societies and non-governmental organizations. The role is characterized by:
- Engagement with local authorities regarding project activities with the potential to impact communities
- Management of interfaces and relationships with directly impacted and surrounding communities to communicate upcoming activities, receive feedback for evaluation and deliver responses to issues raised by communities
- Gathering of information relevant to understanding of community objectives and concerns
- Analysis and identification of potential issues that could be mitigated by early detection and development of improvement opportunities
- Interfaces closely with:
- Community Relations team: Community Relations Advisors, Grievance Management team, Project In-Migration Management Advisors
- LNG Plant Construction Site Manager
- LNG Plant Logistics
- LNG Plant Security
- LNG Local Content Manager
- EPC External Affairs Manager or equivalent
- Resettlement and Livelihood restoration teams

Responsibilities of the Community Liaison Officer shall include the following:
- Regular and as needed meetings with district authorities regarding the LNG Plant work activities and updates on engagement with local communities
- Engagement and communication with directly impacted communities and their leadership on a regular basis and as required
- Engagement with surrounding and indirectly affected communities for monitoring of reactions, needs and perceptions of the community regarding the project activities
- Gathering of grievances and other specific issues raised by individuals and communities that require addressing and response
- Development of relationships with community leaders and influencers (Village Liaison Officers) to build mutual trust and understanding to encourage sharing of information related to security and other project-impacting issues
- Gathering of project-impacting information and analysis of relevant trends
- Communication, recommendations and planning with Community Relations, Grievance Management and Project In-Migration Management Advisors on information gathered from ongoing engagements
- Delivery of responses to grievances to community representatives and grievants
- Other duties as may be directed by the Community Relations Manager

- Between three and five years broad experience in complex operating environments with an understanding of the various project phases
- Experience in managing external communications and stakeholder engagement
- Degree or specialization in areas of Socio-economics, External Affairs, Law, Sustainability, Engineering or equivalent
- Fluent in English, Portuguese and one of the following languages: Swahili, Kimwane, Makonde or Makua, with excellent written and verbal communication skills
- Demonstrated initiative, coordination and planning skills and the ability to organize - Strong interpersonal skills and work ethic; self-motivated with excellent work organization skills
