Airswift, working with a leading operator, is seeking a Project Controls Engineer to work within their facilities in Houston, TX. Qualified candidates must have: 5-10 years of Project Controls experience with a focus on deepwater projects and strong excel skills.


Project Controls Engineer (PCE) implements overall project controls direction through application of systems and methods for estimate development, cost control, progress measurement, schedule development / control and management of change.


Provide overall project cost, schedule, progress measurement, and change management leadership and expertise. Provide support to Project Team and Stewards with cost and schedule analysis, reporting, forecasting and budgeting

  • Implement practices outlined in the Project Controls Plan and Management of Change (MOC) Plan
  • Ensure that the Stewardship process is established and implemented, leading to monthly cost and schedule stewardship reviews
  • Lead preparation and maintenance of the Cost Breakdown Structure (CBS), the Original Control Budget (OCB), Current Control Budget (CCB) and Project Master Schedule and Budget (P&B), and the overall cost and progress control system
  • Coordinate the collecting, analyzing, and reporting of project cost and schedule control information to ensure overall project status is assessed and potential problem areas are identified early; prepare overall cost and schedule forecasts
  • Coordination and maintenance of overall Project Integrated Schedule - level 1 (~25 activities), ~100 activities
  • Facilitate Capital Efficiency and Opportunities and Vulnerabilities process
  • Administer and facilitate the Management of Change process and system, coordinating with MOC initiators, sponsors, and MOC Committee
  • Interface with Controllers regarding AFEs/budgets and invoices and development of Work-In-Place
  • Ensure familiarity of Project Controls team with Contractor payment terms and contract coordination procedures applicable to their scope
  • Respond to ad hoc requests from PMT related to Controls/Reporting and other Venture / Home Office processes such as:
  • Coordinate Independent Project Reviews
  • Stewardship Transfer
  • Development Drilling cost reporting
  • Consortium / Affiliate / Joint Venture presentations
  • Support preparation of Close-out Reporting / Lessons Learned / Cost and Schedule Metrics/benchmarks input to the CSC
  • Responsible for monthly Cash Call, WIP and Accrual reporting for the Venture
  • Responsible for stewarding and maintaining the reporting tools including: Overall Cost Stewardship tool, Phase 1 HO tool, Seismic and Drilling tool, Contracts and WO Log
    • Maintain functionality of the tools and make improvements as needed
  • Develop monthly F&O reporting by running the various reports to support the required cost analysis
  • Develop the monthly Execution, Cost and Schedule Stewardship report (ECSSR) and CoV monthly report development
  • Responsible for staffing plan activities interfacing with the project management team
    • Coordinate efforts for collecting, compiling, analyzing, and facilitating the staffing plan, including PMT% analysis
    • Prepare and facilitate quarterly review of staffing plans
    • Assist with job number administration; distribute monthly status and analysis
    • Serve as backup for pushing job numbers
  • Serve as backup to Venture project Controls Lead for:
    • 3rd party Requisition/Purchase Order Support
    • Procurement to Payables troubleshooting

Perform quality assurance at the project level by monitoring and appraising the performance of Contractors in the areas of cost control, progress measurement and schedule control.

  • Responsible for ensuring that proper and effective project control measures are executed by the Contractor; including the Contractor's cost and schedule control organization, plans and procedures
  • Review and, where appropriate, endorse schedule, progress and cost baselines and forecast prepared by contractors
  • Review progress measurement data reported by the Contractor
  • Review cost and schedule bases of Contractor's Change Proposals / Orders, including progress trends developed by Contractor
  • Assist site management in developing/reviewing cost and schedule corrective actions and recovery plans, and ensuring needed actions/plans are implemented.

Coordinate with Project Control Engineers of project scopes at Contractor sites and serve as the central link from the Project to the Project Services Common Skill Center (CSC).


  • BS in Engineering, Engineering Technology, or Construction Management
  • 5-10 years of project controls experience focused on cost control and schedule control achievements
  • Strong influencing, consulting, mentoring, analytical, and computing skills
  • Strong Excel (VBA, Power Query, Pivot Analysis) and PowerPoint skills
  • Experience with Tableau welcomed
  • Ability to multitask and respond quickly to urgent analysis requests
