JOB TITLE
Lead National Content 

JOB DESCRIPTION
  • Contribute to the Project National Content Plan 
  • Be responsible for the Upstream National Content Implementation Plan (NCIP) targeting EPCs scope of work, in line with the objectives of the National Content Plan objectives
  • In collaboration with the Project Contracts & procurement team set up and manage the integration of the objectives of the NCIP in contractual provisions 
  • Accompany (and subsequently monitor) Project Contractors in the implementation of their contractual provisions in relation to national content 
  • Collaborate with the Corporate Affairs Division in establishing good relationships with relevant authorities (Department of Petroleum in particular), especially through the reporting of national content plan achievements
  • Collaborate with all National Content stakeholders including Project Partners 
  • Demonstrate the project’s commitment towards national content 

ACTIVITIES
  • Support the National Content team in the development of the Project National Content Plan to be submitted to the Authorities, encompassing supplier development and workforce development:
    • definition of objectives 
    • definition of key Performance Indicators
    • definition and delivery of the reporting in relation to Project EPC Contracts 
  • Develop the Upstream National Content Implementation Plan based on: 
    • The application of the objectives of the National Content Plan 
    • The integration of the landowner’s companies ‘reserved businesses’ in dialog with the National Content team
    • The maximization of PNG companies to be used as contractors or sub-contractors, including     through capacity-building 
    • Local Workforce Development to be done by EPC Contractors, including training and employment requirements for the Project execution 
    • The definition of targeted workforce trainings, in collaboration with the workforce development advisor
    • The definition of targeted economic sectors to be developed during Project execution through the following main project work packages:
      • Early works & Infrastructures
      • Well pads and CPF
      • Onshore Pipeline
      • Offshore Pipeline
      • Drilling
      • Field Operations
  • Develop and manage national content EPCs contractual requirements in collaboration with the Project Contracts & Procurement team define the contractual provision (contracts’ scope and exhibits) to ensure the integration of the national content implementation plan objectives in the project contracts:
    • In liaison with the Package Managers 
      • Define the expected level of Local Content per type of activity
      • Integrate Local content requirements in contractual strategy (i.e.  leveraging contracting & procurement to support creation of employment opportunities for locals through domiciliation and domestication of activities/services)
      • Establish and maintain the Tier 1, Tier 2, Tier 3 PNG suppliers and contractors list
      • Develop the Project contract documentation from Call for Tender stage until Contracts close out. 
    • During Bidding phase support the Project PMT for the PNG potential suppliers and contractors     audit and qualification process 
    • During Project execution, support the Project Contractors to improve the National Content performance. 
    • Conduct awareness/training workshops and forums for local suppliers on project contracting & procurement processes and expectations
    •  Support international suppliers’ expansion to PNG and/or partnerships with local companies 
  • Monitor and report EPCs implementation of the national content contractual requirements  
    • Liaise with the EPC contractors and their sub-contractors to continuously monitor their performance to deliver National Content objectives as committed
    • Report the performance of the Project contractors to TEP PNG National Content team in charge of consolidating the reporting to the authorities
    • In coordination with the Project Control Manager issue a comprehensive National Content reporting to the Project Management Team 
  • Empowerment of Landowner Companies through JV or Sub-contracts with EPCs Contractors
    • Landowner companies’ (Landcos) constitution and the support agreement management fall under TEP PNG National Content team responsibility. In liaison with TEP PNG the SERVICE holder will clarify and monitor the frame of association or subcontracting between Project contractors and the Landcos
    • Build the Group’s Local Content experience with an appropriate close out report, success stories, suppliers performance review, KPIs…), provide feedback to other Group entities as required. With the support of the EPCs contactors, gather contractors’ and subcontractors’ experience. Incorporate good practice on local content in the Local/National country context through coordination with Company’s local representation.
  • With the assistance of the Project National Content coordinator, ensure a constant coordination between the Project team and TEP PNG National Content Team.

CONTEXT & ENVIRONMENT
  • The Project is a combination of onshore and offshore development projects comprising:
  • Well pads and the upstream gathering network including flowlines and two parallel multiphase trunklines
  • Upstream Central Processing Facility (CPF), approximately 30 kms from the field
  • Main onshore and offshore export system consisting of a single-phase gas pipeline and a condensate pipeline
  • Integration in existing liquefaction plant located 325 km from the CPF in the vicinity of Port-Moresby

QUALIFICATIONS & EXPERIENCE REQUIRED
  • Qualification: Engineer, or MBA
  • Languages: English mandatory
  • Professional Experience :15 years 
  • Experience in similar position (years): 10 at same or equivalent position with managerial responsibilities
  • Minimum 10 years of relevant professional experience, including working in emerging countries
  • Ability to communicate effectively to a variety of audiences, including local Authorities, local and international companies and all stakeholders within the Company.
  • Knowledge and understanding of contract processes in Oil & Gas Projects.
  • Relevant experience in preparation and implementation of Local Content Development plans
