PURPOSE:
Applies engineering knowledge and project / site experience to support the successful commissioning of any project in business areas including hull/topsides/mooring facilities right from preparation phase to execution phase.

ENTRY QUALIFICATIONS:
  • Bachelor Degree in Engineering with 4 to 8 years work experience (or) Master Degree in Engineering with 2 to 6 years work experience with minimum of 2 years work experience in onshore/offshore Oil & Gas area or FPSO line(s). Also Diploma in Engineering with 7 to 11 years work experience (making the equivalent to degree) can also be considered
  • Specialist knowledge of related project line.
  • Ability to define concepts of completion process.
  • Proficient in using & directing the use of MS Office, Adobe Acrobat, Company’s online databases and understands the relevant information interface between databases as per department training matrix in order to utilize them when preparing commissioning deliverables.
  • Shows evidence of good Organizing / Management skills.
  • Demonstrate ability to take lead.
  • Good communication skill.

RELATIONSHIP RESPONSIBILITIES:
  • All Mechanical Completions Assistants and Commissioning Assistant reports to this role.
  • Reports to Project MC Coordinator.
  • Receives guidance on assignment / objectives from MC Coordinator
  • Interact with other engineering department for obtaining engineering and specific vendor documents & details.
  • Interacts extensively with sub-contractor, project team and client as required.
  • Independent on regular nature of work, uses personal experience, and applies relevant company policies and procedures.
  • Understands interface issues and actively manages them / communicates to appropriate parties at appropriate time.
  • Develop relationships with client technical or service personnel.
  • Maintain good relationship with team members and motivate as required.
SCOPE OF RESPONSIBILITIES / ACCOUNTABILITY / CONFIDENTIALITY
  • This position is considered responsible and reliable in terms of knowledge, experience and decision making with time-to-time guidance from MC Coordinator.

  • This position is considered more seasoned and chances for errors are minimal. Thru soundness of self judgment, discussions with section lead and department manager for key decisions, regular review process the work accuracy is maintained. 
WORK ENVIRONMENT AND PHYSICAL DEMANDS:
Mostly working in office environment (60% office work, 40% site work).
Possible exposure to hazards such as noise, heavy equipment, temperature extremes, chemicals, etc. if working in fabrication or installation sites.

MAJOR RESPONSIBILITY AREAS:
  • Prepare Project ITR portfolio document
  • Prepare Project MC & Commissioning Handover Management document
  • Prepare ITR assignment matrix
  • Attend Supplier KOM to roll out MC requirements
  • Prepare major vendor packages / semi-modules ITR process concept (ITRs at vendor works)
  • Review Tag registers issued by Engineering and resolve comments with Engineering team.
  • Review & Populate Tags and ITR assignment in Completion Management System, Validate system ITR & certificate assignments
  • Prepare and timely issue ITRs to execution team
  • Provide CMS Training & Completions Roll out to Project team and Sub contractors
  • Review Project management of changes and update database accordingly.
  • Participates in meetings with the engineering team to explain the tag issue.
  • Independently deals with vendors and sub-contractor with regards to comments or queries on completions database deliverables and provide solutions to the queries raised.
  • Interact with other engineering department for obtaining engineering and specific vendor documents & details.
  • Prepare weekly MC & Punch list reports from CMS and support construction meetings.
  • Oversea day to day ITR & Punch list update in CMS by MC and Support site QAQC as required.
  • Review piping test pack registers issued by site QAQC and resolve comments with QAQC Department. Review piping joint ID registers issued by site QAQC and resolve comments with QAQC dept.
  • Coordinate Supplier FAT phase punch items for successful completion.
  • Coordinate preparation of Punch walkdown packs at various gateways & initiate Certificate Sign off.
  • Prepares the lessons learnt & share the information to all members.
  • Prepare Project Mechanical and Commissioning Handover Dossiers
  • To support in developing project deliverables as per project & client requirement
  • Archiving of Project Handover documents (ITRs, Certificate, Commissioning Procedures, Registers etc) in Document management System
  • Prepare & Review of company development work methodology / procedures.
  • Perform duties as per directives of reporting authority.
  • Day to Day coordination with CMS provider with respect to database performance and issues
  • Manage discipline and cohesive environment in the office. Monitor / Guide all assistants/administrators.
  • Ability to set  priorities and meet deadlines
  • Day to day Planning of work, Manage schedule & targets of the project as required.
  • Disciplined in time management and independent in handling/prioritizing complex work requirements within the project’s stringent timelines.
  • Willingness to work and train others in a team environment, assisting other multi-cultural and interdepartmental team members
