JOB TITLE : CPF LLI Package Lead

ACTIVITIES:
The job holders must possess strong experience in Overseeing all Procurement related Onshore LLI (Long Lead Items) activities for the CPF Project scope of works to ensure a LLI procurement and materials program that meets project needs, is cost effective, timely and compliant with company quality policies and procedures. Performing all duties in line with Company procedures. The Job holder shall.
 Develop and execute CPF-LLI Procurement Plans that support the project’s goals and objectives.
 Review, assess and approve Contractor’s procurement procedures and processes Represent the quality function in CPF LLI purchasing activities, as well as the quality management system in all aspects of program proposals, processes and documentation.
 Provides quality interpretation of project requirements.
 Establish compliance with project procurement processes and procedures.
 Establish project coordination procedures for LLI procurement and oversee the development of other coordination procedures.
 Work with Vendors to develop and implement overall and individual purchasing plans.
 Review and implement Purchasing and Materials Management plans including plans for purchase of spare parts and for purchase of bulk materials.
 Communicate with PMT on project CPF-LLI procurement activities, progress and issues report schedule and cost data to PMT with regards to LLI procurement activities.
 Manage Contractor CPF-LLI procurement activities.
 Ensure Contractor’s compliance to approved contractor procedures and prime contract coordination procedures.
 Review and modify, as necessary, Contractor’s purchasing and contracting documents to ensure compliance with Company’s requirements including terms and conditions of the contract

QUALIFICATIONS AND EXPERIENCES:
Minimum Education: Engineer/ Master Offshore Survey or Engineering degree or other relevant and recognized qualification Minimum Experience: 10+ years proven experience in major oil and gas project.
 Extensive LLI procurement experience.  
Strong expediting management background is essential. Required Skills /Certifications:
 Major Oil and Gas project developments knowledge and experience.
Eye for detail, quality assurance and analytical working are paramount for this key role.
 Demonstrate understanding of LLI procurement best practices.
 Intermediate to Expert Equipment and Materials Purchasing Skills (e.g. engineered equipment/bulks)
 Solid experience in quality control (QA/Qc Background).
 Strong analytical, leadership, negotiation and communication skills.
 Ability to operate autonomously on a result orientated basis handling multiple diverse task.
 Excellent organisational and communication skills.
 Ability to work under pressure and manage constantly changing priorities.
 Must have at least ten (10) years of experience in a similar position for international Oil & Gasindustries.
Total Energies experience is an added advantage. Language Requirements:
 Fluent English mandatory.
 Azerbaijani language skills will assist performance. Localization Position is at FEED Contractor premises (London approx. 12 month) and then at EPC Contractor location.

JOB DEMENSSION AND CONTEXT:
Context:
The Absheron Conventional Gas & Condensates field is located offshore Azerbaijan Republic in the Caspian Sea in 500 meters depth, at about 100km southeast of Baku, 25km north-east of Shah Deniz field and 34km south of Oil Rocks production and processing facilities. The project aims at supplying natural gas for both domestic market via Sangachal main facilities (condensate) and for international export market via the South Caucasus Pipeline (SCP). Job dimension:
This position is starting from the FEED phase sanction with the possibility to continue to the EPC phase until the completion of the Development phase including Project close-out. The offshore subsea gas pipeline will be tied into the greenfield onshore Central Processing Facility (CPF) for Gas Condensate separation and compression. The onshore CPF facility has been designed for a capacity of 450 MMscfd of gas and 38,000 barrels per day of condensate. The job holder will lead the Onshore/CPF LLI Contracting scope during FEED preparation and execution. She or He may also be involved in the current pre-feed extension studies. The Job Holder will be as well deeply involve in the FEED scope of work preparation until FEED sanction. During FEED, She or He will be in charge of the performance of the FEED CTR on time and on budget FEED deliverable submission for her or his scope of work and as well actively participate in the EPC CFT preparation. The Job Holder will have numerous interfaces with other disciplines and entities including the partner BP at the Sangachal main facilities and the Azeri TSO for the AzerEnergy Grid connection to the CPS plant electrical substation.
