Pre-Commissioning/Commissioning Manager For Utilities – Paris then Doha

Airswift is seeking a Pre-Commissioning/Commissioning Manager For Utilities  to work on a 6 months assignment in  Paris with a major O&G  Company.

Start date & Duration :

- January 2023 in Paris

- Doha, Qatar on Rotation 12 weeks ON / 2 weeks OFF 6days/week From July 2023 until 2027

Location: Paris until mob in Doha

Project : North Field East Project (NFE) = Onshore LNG Facilities in Qatar - Ras Laffan

 

Brief Job Overview

 

  • Understand and anticipate the risks associated with the PC&C scope and act to mitigate them
  • Ensure preparation work is executed with quality and respect of PC&C schedule, Budget and contract.
  • Take leadership and PC&C responsibilities for an area or group of packages
  • Report any technical finding or potential safety issue to the hierarchical manager
  • Manage multidiscipline PC&C Home office / Site team on daily basis
  • Coordinate with the different engineering disciplines involved in project design to ensure PC&C requirement are incoporated in detailed design
  • Coordinate with Handover and completion team for implementation and population of the completion tools.
  • Liaise with Company representatives, suppliers, subcontractors to ensure good cohesion and efficient communication between project teams
  • Highlight any potential work process improvement or relevant lessons learns to improve quality of the work
  • As Required deputise the Commissioning Manager during leave periods

 

Job Responsibilities

  • Review & comment PFDs, P&IDs and discipline drawings to provide commisisoning and start-up inputs & technical requirements.
  • Define Systems and subsystems mark-up on PFD and P&ID
  • Develop commissioning sequence and work with planning team to build detailed level 3 and 4 PC&C schedule
  • Support subcontracting team in definition of site subcontracted activities Scope of work, Roles and responsibilities. Developp PC&C bid tabulation.
  • Develop method statments and project procedures associated to commissioning and start-up activities
  • Participate to supplier clarification and bidding process to ensure commissioning and start-up requirement are considered in design.
  • Coordinate with the different disciplines involved in project exectution and participate in key multidisciplinary reviews such as 3D model, HAZOP and PID reviews etc. to ensure all commissioning requirements are properly addressed in engineering documentation
  • Prepare Precommissioning/ Commissioning Specifications and Procedures along with the progress of engineering and in line with Contractual requirements and Project standards
  • Develop and coordinate detailed lists of vendors, spare parts, tools, consumables and temporary equipement to ensure availability on site when required.
  • Review Engineering technical specifications and supplier documents
  • Customize Conformity checks sheets and Test sheets (Quality Control Forms) to be used during the execution of the commissioning scope in compliance with Project specifications, JV standards and Local regulations
  • Prepares / provide inputs to technical workshops and weekly / monthly progress reports of PC&C activities
  • Attend / witness Vendor Factory Acceptance Tests (FAT) as required (Short missions in Europe/Asia expected)
  • Provide PC&C and start-up expertise and feedbacks for Steam and Utility systems
  • Coordinate vendor document review with disciplines to ensure PC&C inputs are included
  • At site: manage daily execution of the work. Coordinate with Construction the priorities and ensure the system defined are hanover to PC&C team in proper sequence.
  • At site; Coordinate all precommissioning activities with the Subcontractor

 

Job Qualifications

  • More than 15 years
  • Practical-minded with excellent organization/ leadership and interpersonal skills.
  • Must have previous experience on Onshore or Offshore Oil & Gas Industry in a similar or relevant position and segment.
  • Must have previous experience on Onshore large scale project (above 5BUSD)
  • Must have a recognised Technical qualification for the position.
  • Must have confirmed experiences and knowledge to carryout efficiently and safely commissioning and start-up activities.
  • Must have proven exeperience on STEAM systems.
  • English - Fluent

IT Tools

  • Completion tools (Hexagon, Icaps, Easyplant or similar)
  • Office package (Word, Excel, PPT, Onenote)
  • 3D model navigation tools
  • Optional: Process tools such as HYSIS, FLARENET etc…
