SITE QUALITY MANAGER

Role Context
This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to perform the principal job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
Principal Job Duties & Responsibilities
Site Quality Manager hieratically reports to the Site Manager and functionally reports to the Project Quality Manager. Site quality team is focused on ensuring that the desired level of quality is achieved on all field activities during the construction phase of the project. During Construction Planning and Engineering phase of the Project, the Site Quality Manager will be responsible for developing a project-specific Site Quality Manual covering all activities that are administered at and from the site.
During Construction phase, the Site Quality Manager main responsibility will be the implementation of the project specific Site Quality Manual:
- Lead Site Quality team.
- Opening, tracking and closing of Non-Conformities and Corrective Reports.
- Review and supervise reports and EPC Contractors activities to identify potential non-compliances and issue timely Preventive Actions to contractors and vendors.
- Tracking of deviations recorded and reported in non-conformities issued by EPC contractors.
- Daily inspection of contractors’ Works
- Review of inspections protocols and tests carried out by contractors.
- Check material quality certificates
- Review of construction procedures.
- Check and approve Contactors’ Quality Plans.
- Issue Quality Monthly Reports as per prime contract requirements.
- Audit Contractors.
- Lead HEH internal audits.
- Coordination with contractor quality representatives.
- Review and approve the final quality dossiers of contractors.
- Participate in Construction Management Meetings and QA/QC Project Meetings.
- Work with Turnover and Commissioning to establish the “designated” Quality Verification Document (QVD). Designated QVDs are a subset of the QVDs in the Site Quality Manual that will typically be tracked by the turnover team.
- Participate in pre-hydro, reinstatement, pre-energization and system walk downs as required ant attend appropriate punch list meetings.
- Verify punch items raised by quality inspectors as complete once notified by turnover that they have been resolved.
- Expedite completion of the QVD’s as the work is completed. Assure that “designated” QVD’s are tracked daily and not held in a discipline test pack until complete.
- Inspect and document completion of preservation activities to ensure equipment is maintained per vendor requirements and warranties are intact until Transfer of Care, Custody and Control to the Client.
Additional Requirements
- 15 years of experience in project quality, ideally within O&G / LNG / Refinery projects, or similar.
- Strong experience and knowledge in LNG projects, especially on regasification plants is a must.
- Fluent in English language (mandatory)
