We are seeking a highly experienced and proactive Senior Construction Engineer to join our team on a high-profile downstream refinery project in Singapore. The ideal candidate will have a solid background in construction engineering within oil & gas, petrochemical, or energy infrastructure projects, and be capable of managing and coordinating field engineering activities to ensure timely, safe, and high-quality project delivery.
· Oversee all phases of construction for the refinery project, ensuring compliance with design specifications, safety standards, and project timelines.
· Coordinate with EPC contractors, subcontractors, and client representatives to manage site execution efficiently.
· Review and interpret construction drawings, technical specifications, and contract documents.
· Monitor daily progress and lead field engineering teams to resolve technical issues on-site.
· Ensure proper implementation of construction methodologies, quality control systems, and safety protocols.
· Provide support in developing and reviewing construction schedules, progress reports, and method statements.
· Collaborate with planning, procurement, QA/QC, and HSE teams to support seamless project execution.
· Lead troubleshooting efforts for construction-related challenges and recommend corrective actions.
· Participate in constructability reviews and risk assessments during project planning and execution.
· Ensure all construction activities adhere to local codes, environmental regulations, and industry standards.
· Bachelor’s Degree in Civil, Mechanical, or Structural Engineering (or related discipline).
· Minimum 8–12 years of construction experience, with at least 5 years in downstream refinery or petrochemical projects.
· Proven track record in managing construction works on large-scale EPC or brownfield/greenfield projects.
· Strong knowledge of Singapore construction regulations, MOM guidelines, and local HSE practices.
· Excellent leadership, coordination, and communication skills.
· Familiarity with construction tools/software such as AutoCAD, Navisworks, Primavera P6, etc., is a plus.
· Ability to work in a fast-paced environment with multi-disciplinary teams.
· Singaporean citizens or PRs preferred; work pass sponsorship available for exceptional candidates.
· PMP certification or equivalent project management credentials.
· Experience working with international EPC contractors.
· Familiarity with modular construction and pre-assembly strategies.
