Our major client in the Oil and gas industry is seeking to hire a Senior Contracts Engineer to be based at its HQ. The incumbent will be responsible for providing compliant contract and procurement support to all operations. Ensure that personnel and contractors are aware of Client’s statutory and Company rules and comply with.

Duties & Responsibilities:

The Job holder liaises with Métier Partners and participates in the processes and communication of the
contracts entity by performing the following tasks:
  • Work closely with the DUET counterpart to create the contracts dossier, develop a clear definition of contractual responsibilities and discuss the agenda including:
  • Validation of contracts strategy – compilation and management of the bidding process
  • Negotiation and analysis of commercial bids
  • Participation in recommendations to award – execution of agreed documentation
  • Adapt standard and template documents to local conditions.
  • Provide professional advice and guidance to all contract owners/entities with respect to contractual matters.
  • Liaise with C&P line Manager for reporting and governance matters.
  • Use frame agreements FALTC executed by headquarters when available.

The Job Holder executes the following contracts activities:
  • Prepare and maintain an up-to-date list of qualified contractors/suppliers/potential tenders/contracts with updated information to perform market studies; analyze and assess all possible answers from the market.
  • Participate to the validation of the contract strategies through:
  • Arranging and attending Contracts Committee Meetings
  • Pre-qualifying bidders
  • Defining target prices
  • Defining criteria for evaluation
  • Establish CFT commercial documents through:
    • Preparing and sending out the dossiers of pre-consultation and Standard or Complex invitations to bid
    • Verifying the alignment with HSE clauses, Company rules, Procedures, Instructions, and applicable legislation when issuing all technical contracts and when drafting contractual and commercial terms and conditions
    • Verifying the Terms & Conditions (standard, general and financial)
    • Composing/using customized contracts from standard contracts or without standard contract and create outline agreements.
  • Conduct the Terms & Conditions bid analysis and negotiation in conjunction with Legal department and DARAG (HQ Insurance specialists)
  • Conduct the commercial bid analysis and bid negotiations in partnership with the technical rep. (DUET)
  • Ensure contractor Due Diligence requirements undertaken prior to award of contract, using official tool (SEQUANA)
  • Participate in recommendations to award through contracts Committees or DOA award validation and tracing of tender documents.
  • Input all contracts/suppliers’ data/documents in the contracts and supplier’s database (AGORA)
  • Prepare files for the settlement of lawsuits in relation with the juridical, insurance and financial department.
  • Monitor on-going contracts status, participate to claims, amendments and contract renewal discussions and review supplier’s performance with the Duet via SQM
  • Participate / lead the duet meetings:
  • New affiliate of Clients in Papua New Guinea, being of strategic importance for our core LNG business and operations
  • Operating the second LNG project for Papua New Guinea
  • The contracts engineer works permanently in an interdisciplinary environment where he/she establishes contractual documents in relation with operations and functional entities. As a ‘Duet’ member, he/she interfaces with a Métier Partner.

Requirements and Qualifications:
  • Business, Engineering or Law Skills
  • International Experience Requirement: Preferred but not necessary
  • Professional experience: > 5 years
  • Main Personal Abilities: Good Human Relations, Problem Solving and Planning/organizing/coordinating/controlling.
