Senior I&C Engineer– Port Arthur, TX

Our client is seeking a Senior I&C Engineer to work within their facilities located in Port Arthur, TX, for a 12-month assignment.
The Instrument and Controls (I&C) Systems Engineer will provide technical assurance for all the I&C and telecommunications matters of the assigned project. The I&C Engineer will as the Owner's representative with the primary responsibilities of reviewing, auditing, and inspecting that the Engineering Procurement Contractor's (EPC) design and construction are fit for purpose, compliant with project specifications and regulations, industry codes & standards. The I&C Engineer will also support during the commissioning and start-up of the project.
The I&C Engineer is a working position under the guidance of more experienced I&C Engineers.
Job Responsibilities:
- Provide support during all the phases of the project to which the engineer is assigned, including writing scope of works, reviewing technical specifications, material requisitions, technical bid evaluations, construction packages, quality assurance documents, tracking project deliverables, and provide project status updates providing technical support during start-up and commissioning.
- Audit the EPC's design in all the matters related to telecommunication, instrumentation, and control systems, including those inside the vendor packages.
- In an audit role, review EPC's and suppliers' deliverables such as P&IDs, all instrumentation and telecommunication relevant documentation (instrument location plan, instrument hook-up, installation details, instrument index, logic diagrams, loop and wiring drawings, instrumentation datasheets, cause & effect diagrams, sizing calculations sheets and reports, among others).
- Participate in design reviews and risk assessments such as P&ID reviews, process HAZID, HAZOP, and SIL/LOPA analysis, and alarm rationalization studies, among others.
- Participate in Factory Acceptance Tests (FAT), inspections, IFATs.
- Work assignments will vary on each project assignment but may include support or work under Engineering, Construction, Q&A, Commissioning, and Start-up groups.
- Support the field activities as an I&C engineer or inspector. This position will be 70-80% on the field and 30-20% desk time.
- Support all I&C commissioning and start-up activities on-site, including SATs, loop checks, functional tests, field walk-downs, and sign-off of I&C check sheets.
- Performs other duties as assigned (no more than 5% of duties).
- Proficient in Microsoft Office
- Experience in LNG, Cryogenic, or Oil & Gas projects.
- Experience in commissioning and start-up.
- Open and eager to read and understand manuals, standards, and specifications.
- Basic understanding of technical knowledge in designing, engineering, and specifying telecommunications, control systems, and instrumentation such as BPCS, SIS, Fire and Gas, HIPPS systems, gas metering skids, in-line instrumentation, control valves, ESDVs, pressure relief valves, and gas chromatographs.
- Demonstrated awareness of I&C codes, knowledge, and understanding of P&ID's, PFD's, controls systems, control systems schematics, control diagrams, control narratives, complex loops, loop diagrams, cause & effects.
- Demonstrated knowledge of the codes, standards, and regulations used in the LNG industry such as NFPA, API, BS, ISO, ASME, ANSI, IEC, ISA.
- Basic knowledge of requirements for instrumentation in cryogenic applications.
- Knowledge of Intergraph Smart Instrumentation (formerly known as SPI or INtools).
- Knowledge of valve sizing calculations
- 3+ years’ Energy or LNG Industry experience required.
- 3 years of Field experience is required.
- Bachelor's Degree in Instrument and Control Engineering.
- PE or working on PE is preferred.
- Master License is preferred.
