Key Tasks and Responsibilities
- Provide assistance to Contract Management team and inputs in developing Project Specific Contract Preambles, Schedule of Rates, and Bill of Quantities during ITT stage as well as during contract administration, post contract signature.
- Assist during FEED stage in terms of quantum measurement, cost estimate and impact of Change Request (CR) raised by client.
- Provide assistance and feedback, during Bid Evaluation exercise to Project Management Team in consolidating and tabulating Tenderers Proposal, BoQ and SoR, for the purpose of Cost Comparison, and basis of selecting a competitive bidder.
- Compare Tenderer’s material unit rates against market rate as a basis for negotiation on the Supply of Bulk Items.
- Provide input and comments, when necessary, on CCR (Commercial Clarification Record) and TCR (Technical Clarification Record) stage during Bid Evaluation exercise.
- Perform quantity monitoring by establishing, maintaining, and updating the Summary of the work or MTO submitted by the Yard to substantiate the overall quantity measurements.
- Arrange random inspection on-site (e.g. fabrication yards or shipyard), as and when required, to verify and confirm Contractor’s Variation.
- Prepare and submit monthly report of quantity status (actual and forecast)
- Provide advice to on-site project team on commercial and contractual matters and participate in regular contract meetings with Contractor.
- Provide input to cost estimates and evaluate changes/variations submitted by the Contractor.
- Participate in Final Account Settlement with Yard.
- Compile database of fabrication rates from Yards.
- Participate in development of BOQ software.
- Assist on Cost Forecasting reports
- Ensure final project cost database is as built as per project close out. Lead and guide Project QS if any.
- Relevant Engineering bachelor’s degree in mechanical engineering or equivalent Quantity Surveyor qualifications, CIOB, RICS. Long relevant experience may replace formal education.
- Minimum 15 years of experience within the offshore / maritime industry in FPSO fabrication yards.
- Robust claims management and d claims prevention experience i.e. Quantum and EOT yard claims.
- Previous experience as QS for Topsides, Deck, Turret re-measurable contract.
- Previous experience as QS for floaters i.e. new built and/or conversion.
- Previous experience with the following activities is an advantage e.g. cost control, estimation, contracts and material/procurement management.
- Ability to interpret with good understanding of Engineering Specifications, Drawings & other related Technical documents.
- Ability to analyze the terms and conditions in the Contract.
- Managing Tender documents incl. preparation of Preambles, BOQ & SOR.
- Familiar with the Contract Life cycle particularly pre and post contract stage until Final Negotiation.
- Familiar Contract administration.
