Position in the Organization Chart
- Reports to the Head of National Content, (Part of the Biodiversity, Societal, Environment (BSE) Team) and the BSE Director.
- Will work closely with the entire National Content Team and will liaise with the following Teams as required: BSE Team, Operations, Projects, C&P, Human Resources, Corporate Services, HSSE and Production.
- Direct reports: SME Coordinator.
- Budget: Will vary from year to year.
- Preferably based in-country fulltime.
Optimize the level of local participation in the project through the supply of goods and services. Where practical,
capacity exists, and goods and services are competitive local companies (Small to Medium Enterprises – SMEs) will be
provided opportunities on the Papua LNG Project. The Advisor will develop a strategy with IBBM to enable optimization
of local content services by working closely with the IBBM Director and Team and by way of providing direct capacity
building by being embedded at IBBM.
- Supplier Management Portal
- Consult with contractor re: management of the IBBM, TEP PNG and MOUs between parties relating to the SMP Database. Escalate issues to management and provide workable solutions. Contract Management and reporting
- Establish where necessary the Processes and Procedures required to operate and manage the SMP. Focus on SMP Reporting for EPC and Supplier data.
- Oversight and ensure client excellence on service provision – service desk at IBBM
- Ensure processes and procedures and timing of Supplier Assessments are in place. If required develop and implement new processes and procedures to be embedded by IBBM or review and update processes and procedures as required.
- Liaise with the SMP Database Owner regarding training, cybersecurity management and database updates and patches.
- Look to create partnerships with the Private Sector including the Finance Sector, and the International Donor Sector and Multilateral Development Banks
- Other matters as required.
- Development of the EDC, Training and SMP Strategic Plan
- Work with the IBBM Managing Director and ensure the Strategic Plan and Key Performance Indicators (KPIs) are developed for 5 years regarding EDC, Training and SMP. Ensure that the IBBM Strategic Plan supports a broad focus on long term sustainability of the functions for which support is provided.
- Develop an annual implementation plan to implement strategy.
- Monitor and evaluate KPIs and report to IBBM and Papua LNG Project.
- Ensure job descriptions and performance plans (KPIs) are in place for IBBM employees working in EDC, SMP
- Support and related training.
- Look to create partnerships with the Private Sector including the Finance Sector, and the International Donor Sector and Multilateral Development Banks
- Curriculum review and development of training based on EDC requirements
- Responsible for the oversight and/ or development of training material as per the requirements of EDC clients
- Expand and identify business development opportunities for EDC including Training service offerings.
- Stakeholders’ engagement
- Engage with relevant stakeholders, including PNG business actors to develop a rich supplier database
- Regularly organize events to communicate business opportunities and promote business partnerships for IBBMs clients.
- Reporting
- Collect national content from SMP, EDC and Training related data and information and compile the national content reporting to be provided to the authorities, including information on the downstream.
- Ensure regular meetings with Papua LNG Team and liaise and update the Head of National Content as required.
- Other – provide other services as instructed by direct report or the Director of BSE.
- Context and Environment
- Based 90% of the time to be spent at IBBM but will be required to report back in person to the Head of National Content at the TEP PNG Port Moresby Office weekly.
- Part of the TEP PNG Affiliate in Papua New Guinea, being of strategic importance for our core LNG business and operations.
- The services provided by IBBM – SMP, EDC and Training are of strategic importance for the Papua LNG Project business and operations.
- IBBM provided similar services under PNG LNG, and this is the second LNG project for Papua New Guinea providing similar support.
- May be required to operate at times in a remote environments. Purpose The purpose of the SMEs Advisor is to build capacity and sustainable strategy for IBBM’s EDC, SMP and related training during the Papua LNG Project and beyond. The services provided by IBBM will only be sustainable if they can be converted into commercially competitive and highly regarded services that apply across sectors.
- Required Qualifications / Experience
- Senior Management and Leaderships skills for over 10-15 years in training institutions, national content, international commercial operations, strategic management, and workforce development.
- Senior qualifications in Education, Business Studies, Human Capital, International Development, Law, Accounting, Project Management, and other related areas.
- Needs to be a self-starter and work autonomously as and where required.
- Experience in procurement, economic development programs and organizational management.
- Proficient level of interpersonal and communications skills.
- Strong Business Development skills.
- Needs to be a team player.
- Good public relations skills, organizational competencies, legal knowledge, and commercial acumen needed.
- Experience in developing courses or certified to develop training curriculum would be an advantage.
- Good understanding of working and having established strong networks in PNG across the Private Sector, Donor Sector and Multilateral Development.
- Good reporting and presentation skills.
- Proven capacity to lead and develop teams.
- Capacity to manage priorities and to work under pressure.
