Our client, a major Oil and Gas operator in Papua New Guinea, is looking for a Socioeconomic Advisor to join their team on a Contract basis. Socioeconomic Advisor provides key support to enable project concept selection, design, and execution. The Advisor is responsible for identifying key Socioeconomic issues, developing Socioeconomic and supporting strategies, implementing best practices and standards in design stage, as well as supporting the identification of all Socioeconomic requirements and working with the project to ensure regulatory compliance and permitting issues related to Socioeconomic issues are achieved. The Advisor works closely with many functions and needs to have a sound technical background and the ability to communicate effectively.

KEY RESPONSIBILITIES
  • Identify socioeconomic risks with the potential to impact project schedule and budget, including but not limited to Community Engagement and Grievance Management, Human Rights, Indigenous Peoples, Cultural Heritage and Diversity, Community Health, Local Economic Development as well as Land Use and Resettlement issues.
  • Develop and implement fit-for-purpose plans to mitigate socioeconomic risks that could affect project schedule or budget.
  • Interface with relevant internal groups, including SSHE, Security, P&GA, National Content, Land and Community Affairs, HR, Project Teams, Venture Teams, Operations Teams, Law, Controllers, Procurement, etc.
  • Interface with relevant external groups / stakeholders, including communities, co-venture partners, contractors, lenders and their consultants, local government agencies, NGOs, etc.
  • Prepare socioeconomic performance and monitoring results reports on a regular basis to allow for adjustments to meet evolving project needs.
  • Identify, map and interface as necessary with key stakeholders with potential to impact project progress.
  • Provide input into project deliverables and activities with socioeconomic elements (e.g., Initial
  • Country Assessment, Project Issues, land use and acquisition, regulatory consultation requirements, environmental assessment processes)
  • Integrate socioeconomic requirements / standards into project designs and implementation plans.
  • Monitor socioeconomic activities conducted by Project Land Acquisition, Construction, and SSHE
  • Oversee the activities of contractors conducting socioeconomics-related tasks.
  • Identify, record, report and rectify socioeconomic compliance issues, near misses and noncompliance situations!
  • Analyze and report socioeconomic monitoring data, performance and observations.
  • Develop and track fit-for-purpose project socioeconomic metrics.
  •  Identify changes, interpretations, and compliance with socioeconomic-related host-country regulatory requirements and international standards, including social safeguard policies of international financing institutions.
  • Prepare plans and materials for efforts to influence host-country industry and regulatory agencies, and external financing institutions regarding the development of socioeconomic policies and regulatory requirements.


SKILLS and QUALIFICATIONS
  • 10+ years of experience in socioeconomic, land, regulatory and/or stakeholder/community relations or other related disciplines and a working knowledge of project management and development
  • Experience on a lender financed project and strong knowledge of IFC and Equator Principal standards.
  • Expert/advanced expert in key technical Socioeconomic Management Skill Areas, including the Project Environmental Standards (PES) and Socioeconomic Management Standard and proficiency in socioeconomic data management tools (i.e., IsoMetrix)
  • Strong interpersonal, communication, coordination, interface, and cultural diversity skills
  • Additional language familiarity (if applicable)
