Airswift is currently looking for an accomplished EPC Topside Package Manager to explore the opportunity for a 12-month contract engagement with a client based in Singapore. As a vital part of the project management team for the FPSO project and reporting to the Topside Delivery Manager, the EPC Package Manager holds the responsibility of ensuring timely and budget-compliant delivery of assigned packages in alignment with the project's HSSE and QA/QC requirements.

Responsibilities are but not limited to:
 
  • Coordinate and align with the Client to deliver the assigned packages.
  • Coordinate and manage engineering and procurement activities of selected EPC packages in conjunction with the Topside Project Engineering Manager and Topside Procurement Lead, until delivery of packages.
  • Ensure engineering & procurement activities from RFQ to PO issue is maintained as per agreed PSR schedule
  • Ensure package KOM dates decided with vendors and 1st issue of project critical documents are available from vendors well within project schedule so that to proceed with detail engineering and provide input to disciplines and detail engineering contractor. In case of any delays from vendors are adjusted in subsequent engineering.
  • Ensure receipt of vendor package project schedule
  • Review all packages monthly progress report submitted by vendor
  • Monitor- vendors presence at the company is organized for HAZOP meeting, Design review meeting, 3D model review and other meeting as needed depending upon package requirements and progress.
  • Ensure smooth execution of various critical inspections in compliance with PO, and approved Inspection plan with help of QA/QC.
  • Ensure regular meetings with vendors are scheduled for monitoring progress and documents.
  • Restrict/Manage change in vendor scope, and VO from vendors in association with Engineering & procurement team.
  • Monitor and seek opportunities for negative variation orders to package vendors.
  • Ensure package is delivered without carry over work, no FAT punch points pending, all MC-ITRs signed & closed, and all scope items received & included within package delivery.
  • Closely communicate with yard construction managers
  • After package delivery at yard – ensure closing of carry over work (if any), FAT punch points (if any), FAT-MC-ITR (if any), Site observation punch points, NR/Operation punch points, damage/missing items procurement
  • Manage requirement of Package Engineers visit at yards (if required and demanded by PMT) to assist in installation/Carry Over Work.
  • Ensure providing technical support from the team as needed during Commissioning.
  • Administer changes (change management) in coordination with engineering, however controlling project schedule, and budget.
  • Monitor manning plan of the team and review it time to time.
Qualifications:
  • Bachelor of Engineering or Master of Engineering
  • At least 20 years of relevant working experience in oil and gas with FPSO package engineering experience
  • Familiarity with a broad spectrum of engineering work and the overall design and construct of FPSO as well as the sequencing of engineering activities.
  • Skilled in EPC phase; knowledge of engineering governance, knowledge of scope of work and interfaces among all engineering disciplines and between engineering and other functions; Management of Sub-contractors and Third Party Study providers, interacting with Clients; Contractual requirements; Engineering sequence and  problem solving.
  • Knowledge of company and project change management procedures, contractual scope of work, project milestones
  • Knowledge of Company Standards, Client Standards, Class Society rules, Applicable Codes and Standards, Regulatory requirement of the project and Company code of conduct
  • Good written and oral communication skill, knowledge of Topsides engineering scope and contractual requirements
  • Knowledge of Engineering schedule, engineering manhour rates, engineering norms, scope of work of engineering sub-contractors , terms and conditions of engineering subcontracts
  • Adequate knowledge of all interfaces between different engineering disciplines.
  • General management experience particularly in people management is essential.
  • Knowledge of class and regulatory requirements and industry standards for FPSO
  • Should possess good communication skill.
