Our client, a major Oil & Gas Company is seeking a Senior I&E Commissioning Specialist to work in Metairie, LA within their facilities for long-term assignment.
Accountabilities:
• Support and promote high level of safety culture during all commissioning planning activities.
• Perform sequencing and prioritization of all I&E commissioning schedule execution activities (Onshore and Offshore).
• Provide discipline expertise for execution planning activities including resource management, schedule coordination, equipment preservation, materials/tools/vendor support, system/equipment pre-requisite requirements.
• Develop dynamic Commissioning Procedures on Electrical and Instrumentation scopes for power-up/restart of an offshore Waterflood Treatment and Injection system including but not limited to: UPS/Emergency power, MCC’s, HVAC and Instrumentation Control / Safety / Communication systems.
• Assure that the Commissioning Procedures include the appropriate content and detail to assure safe and thorough commissioning.
• Provide discipline expertise in Commissioning risk management processes including HAZOP, JHA, and FLRA.
• Provide discipline input to develop In-Province Onshore temporaries operating procedures including but not limited to the following systems: 6.9kV and 480VAC power, Open Drains, Instrument Air.
• Support the Construction and MC teams by participating in MC walkdowns to enhance the delivery of fully complete / commissionable sub-systems as outlined by project Systemization Nomenclature.
• Maintain interface and coordinate work with other commissioning disciplines during planning.
• Support identification and purchasing of required Commissioning Spares and special tools.
• Participate in reviews and interface with Engineering, Construction, Startup, Operations, etc.
• Review and validate the systems completion database for In-Province scope, including tag to subsystem allocations and static commissioning ‘B’ check sheet assignments.
Requirements:
• Bachelor’s degree.
• Minimum 5 years’ experience in I&E Commissioning (at any level).
• Strong technical writing skills for the SCP development.
• Proficiency in MS Office tools.
• Adequacy in Navisworks (viewing and navigation only).
• Familiarity with document control systems.
• Familiarity with document mark-up tools (Bluebeam, PDF Exchange, etc.).
• Offshore experience is a strong plus but not required.
• Brownfield experience is a strong plus but not required.
• Ability to efficiently work remotely with an expected 1 week/month in the office.
• New Orleans area-based individuals with the ability to work in the office is a plus.
• Ability to work a rotation in the fabrication yard (location TBD).
• Potentially ability to work a rotation offshore on the platform.
• Requisite TWIC and potentially HUET training required (if becomes offshore).

Experience:
- With experience in oil and gas industry in multi-discipline engineering, procurement and construction environment. Preferably having formal training in supply chain, logistics and membership with recognized chartered or other professional institution.

- Experience in GCC is desirable.
- Working (hands-on) experience in creating excel or MS Access database, retrieving data and presenting dashboard reports on procurement progress of Contractor’s and Subcontractor’s materials.
- The coordinator should be able to analyse data, market trends, and supplier performance to make informed decisions, should be familiar with sourcing strategies, supplier evaluation, negotiation techniques, and contract management.
