Airswift (Air Energi Caspian LLP) is currently looking for a Construction Specialist (for KZ passport holders) for one of our large project in  Tengiz, 28\28. We are looking for candidates with the drive and commitment to make a genuine difference to our performance to ensure that the company continues to differentiate itself from competitors by delivering quality service to our client’s requirements.

Job Description: 

The construction specialist is the primary link between the construction business partner (BP) and the Company at the site execution level. His tasks and responsibilities are many and varied as he interfaces with many groups while pursuing his primary mission to complete his project safely, on time, to the correct quality and within budget.
The priority focus area for the construction specialist will always be safety but there are many other considerations and issues which he expected to address and take ownership of. The following descriptions are a capture of some of the minimum responsibilities the construction specialist is expected to assume.

General requirements:

1.    Field Construction Specialist (hereinafter CS) reports to Lead Construction Specialist and is a key element on a construction site between Company and BP;
2.    In his work CS follows: regulatory documents of Republic of Kazakhstan, and International organizations, Technical requirements, SI, Company SPs and these duty regulations;
3.    CS follows and applies: Company Way, Tenets of operation, Model of Highly Effective Behavior;
4.    Ensures implementation of the Project in accordance with the requirements of HES, approved budget, schedule and decisions adopted and recorded in the Minutes of the meeting of the Project;
5.    Participates in the public activities of PCG;
6.    CS timely passes necessary courses in accordance with the requirements of the RoK and Company regulations;
7.    CS reports incidents, near misses, unsafe behaviors on the territory of Company, and uses SWA; Contributes to the Incident Investigation Commission; when driving Company's transport, always adheres to DR.

    Key Interfaces and R&R

During construction stage CS interacts with Project Engineer, Construction Engineer, Safety Specialist, Company Discipline Engineer, RA, Representatives of Technical and Design Supervision, Planning Engineer, Material Coordinator, Delivery-Acceptance Department, Operations, OPS representatives, QC representatives, Contractor.

1.    CS-PE/CE    
•    CS checks drawings in the Job Packs, Price Proposals, SEQs, MRs before their approval;
•    Reviews Work Method Statements (WMS) and supports BP in WMS development
•    On the assignment from PE collects and provides necessary information for the project, holds meetings, checks availability of the materials at Company warehouse;
•    Informs PE about inconsistencies of technical conditions on site, about the facts and reasons for Contractor’s down-time;
•    Opens Work orders in JDE.
2.    CS-Planning engineer
•    CS participates in finalization and approval of Project Schedule, Informs Planning Engineer about the Construction progress;
3.    CS- Delivery-Acceptance Department.
•    Ensures timely delivery by the Contractor of executive documentation to the Department;
•    Periodically reviews status of provided documentation with actually performed works.
4.    CS-Operations
•    CS agrees Permit To Work (PTW) and HA, Evacuation Plan (if necessary), provides information within his competence;
5.     CS-Contractor
•    CS agrees WMS, Evacuation Plan (if necessary), 
•    CS agrees necessity and description of SEQs;
•    CS participates in inspection and evaluation of work stages, confirms percentage performance in the Act of works performed;
6.    Within his competence CS provides necessary information to the representatives of the departments involved in project implementation.

    Construction Site Supervision

1.    Familiarize himself and BP with Site Safety Emergency Response Plan (SSERP) for the area of CS, timely inform Contractor about any changes on facility, periodically participate in contractor’s safety toolboxes, check PPE and contractor personnel’s certificates;
2.    When opening Work Permits CS is responsible for correct filling out and description of tasks, hazards and control measures;
3.    Daily visits by CS to monitor changes, ensure Safety at work area, certification of work performance;
4.    Initiates and participates in walk-downs: Construction, PSSR, MOC, Safety in design.
5.    Carries out V&V inspections of work and enters results to the Check It system

    Periodic Reports and Meetings

1.    CS periodically fills in the following documents:
•    daily: progress reports (Daily Report) and the amount of personnel (POB) of the controlled projects;
•    weekly: progress reports (Weekly Construction Report) of controlled projects, report about work done in written form to CS Lead.
•    Contributes to weekly work plan and daily huddles in applying Lean Construction principles
2.    CS participates in meetings:
•    Weekly: progress meetings with the BP progress meeting for PCG projects;
•    Biweekly: meeting with Field Construction Supervisor, 
•    Once per rotation: Monthly PCG Safety Meeting.

General requirements

1.    Experience at construction of Piping/Mechanical & Civil disciplines
2.    Minimum 5 years of relevant construction experience in live Plant or Field environment; example KTL, SGP,CTF, Field.
3.    Detailed knowledge and extensive experience of Company managing safe work procedures and programs
4.    Higher technical education
5.    Language proficiency: Kazakh, Russian, Intermediate English (preferrable)
6.    Citizen of the Republic of Kazakhstan.
7.    Kazakhstan driving license and willing to drive in Tengiz
