Our major Oil & Gas client is seeking an Air Advisor to work in Sabine Pass, TX on a long-term assignment.

JOB SUMMARY:

Work as part of the Environmental & Regulatory (E&R) Team.  Air Advisor works under direction of E&R Supervisor and plays a key role in developing and maintaining Site Environmental and Regulatory related information.
The Air Advisor’s primary function is to develop compliance programs that meet or exceed regulatory requirements. The Air Advisor will support the training the company's personnel, assist in the supervision of commissioning and start-up activities, interact with project staff and regulators, supporting E&R team during agency inspections, internal and compliance report development and submittal assistance, and assist in development and tracking the company’s Management System KPIs and V&Ms.

MAIN FUNCTIONS
 
  • Responsible for daily compliance assurance with multiple conditions of TCEQ PSD NSR and PSD GHG Air Permits, and Federal Title V Operating Permits
  • Responsible for initial compliance test on all equipment required by permit (GT’s, Aux. Boiler, TO’s)
  • Responsible for meeting and planning with vendors regarding the initial compliance tests, must be prepared for TCEQ at least 45 days prior to first initial Compliance test
  • Post initial compliance test, responsible for reporting and preparation and submission to agencies
  • Hourly monitoring of Data Acquisition Handling System (DAHS) from various process equipment linked to Continuous Emissions Monitoring Systems (CEMS)
  • Document reasoning for any permit level emission exceedance
  • Title V daily field checks of process, pollutant emitting equipment and controls for permit compliance
  • Daily creation of Title V deviation reports as required by permits
  • Immediate reporting to Environmental & Regulatory Supervisor of any air permit exceedance, need for deviation report or violation
  • Daily review of PI data historian with reports capturing process equipment operating status specifically required by air permits
  • Ensure daily back up of all CEMS data as required by permits
  • CEMS logbook daily compliance assurance
  • Daily LDAR field monitoring compliance assurance to capture approximately 60K + facility valves/connections quarterly as required by permits
  • Give prompt notification to Maintenance team of needed repairs, reports of leaks, and reporting to agencies
  • Ensure all piping, valves, connectors, pumps, agitators, and compressors are labeled with a unique ID tag for LDAR air permit compliance purposes
  • Ensure any “exempted” components are identified and listed as per air permit requirements
  • Daily flare Opacity observation
  • Responsible for documenting specifics of permitted equipment Maintenance, Start-up, and Shutdown (MSS) including duration, pollutant volume, and reason for the event
  • Weekly compliance assurance of backup fire and water pump run-time hours log and proper documentation
  • Monthly compliance assurance of 8 engine run-time hours log and proper documentation
  • Must submit monthly metrics to Environmental & Regulatory Supervisor with air permit limit exceedances, deviations reports, and any violations
  • Semi-Annual TCEQ Excess Emission & CEMS Operability Report completion and reporting
  • TCEQ Annual Emission Inventory creation and reporting
  • Knowledge of mandatory Greenhouse Gas (GHG) Reporting
  • GHG Annual Report creation which requires calculations with Eng. Dept. assistance and potential use of PI data historian
  • Identified of TCEQ Permit By Rule (PBR) and/or LDEQ equivalent regulations permit
  • SAP Environmental work orders
  • Environmental reviews of Management of Change (MOC)

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED OF THE POSITION:
  • Bachelor’s degree in chemical engineering, environmental science or other equivalent area of study.
  • 5-7 Years of relevant experience in an environmental role of similar responsibility with chemical, LNG or oil and gas industries preferred.
  • New operations design, start-up, and/or turnaround experience is a plus
  • Work in a face-paced environment with evolving business demands and multiple priorities
  • Able to facilitate progression of a team through complex analysis or reviews leveraging effective interpersonal and communication skills
  • Leadership skills in being able to input individuals in a functional team without direct authority
  • An acute sensitivity to safety issues in a hazardous environment
  • Exceptional written, verbal and interpersonal communication
  • Able to work with all levels of the organization whose cover the range required to engineer, operate and maintain the LNG terminal and Liquefaction production facilities
  • Organized, planning skills, able to manage multiple activities and programs in timely fashion and with a high degree of accuracy, able to meet work deadlines
  • Exceptional problem solving and analytical skills
  • Excellent Microsoft Office Skills (Excel, PowerPoint, Word, Outlook)
