Main accountabilities and responsibilities:
- She/he is responsible for support for LSOC department manager in execution of department activities.
- She/he is responsible for supporting the delivery of appropriate livelihood restoration programmes and their monitoring and evaluation.
- She/He will ensure the livelihood restoration progammes are implemented in compliance with IFC Performance and Project standards.
- Collaborate with the LSOC Manager in leading and supporting the Land Acquisition, Livelihood Restoration, Social Performance teams, ensuring effective coordination and communication.
- Assist in recruiting and mentoring LSOC team members and external advisers. · Support the Livelihoods Restoration Manager in defining and executing the livelihood restoration programme for all economically and physically displaced people based on the 11 RAPs for Tanzania.
- Support to the Livelihoods Restoration Manager for the organization, deployment and oversight of the livelihood restoration team.
- Lead, support and oversee the implementation plan and schedule for delivery of the livelihood restoration programme.
- Support the procurement process for Livelihoods Restoration contractors including defining scopes of work, overseeing the evaluation of tenders and on boarding contractors.
- Assure the reporting process of livelihoods restoration programme and ensuring inputs into overall departmental reporting.
- Lead, support and oversee the monitoring and evaluation system for livelihood restoration.
- Provide QAQC of Livelihoods programme implementation and documentation to ensure international requirements for livelihood restoration are met.
- Ensure vulnerable households registers are updated, maintained and welfare monitoring of vulnerable households and physically displaced households are undertaken according to the monitoring programme.
- Identify any issues arising for vulnerable households in accessing livelihoods programmes and work with the Livelihoods Restoration Manager to identify and implement corrective actions.
- Support and input into the departmental reporting system including weekly and monthly department reports, shareholder reports and lender audit reports.
- Engage with NGOs and other civil society organization on land, livelihoods and social performance subjects.
- Support the drafting of responses to external reports or letters from NGOs.
- Contribute to overall department management including budget management, invoicing approvals, reporting, human resource management etc.
- Advanced Degree in Environmental, Social Sciences, Agricultural Economics, Agronomy, Agribusiness, Business Development, Social Anthropology, Sociology or related discipline required.
- 15-20 years of proven Project Management experience working within industry or a large organization with a focus on the management of large and diverse professional teams and complex projects, required.
- Professional experience in land acquisition and livelihood restoration planning, implementation and monitoring, required.
- Proven experience of investor financed private sector Projects compliant with the International Performance Standards.
- Proven experience managing contractors including technical and financial management and monitoring.
- Proven communication skills with an ability to develop and maintain good relations with stakeholders.
- Negotiation and conflict management skills, required.
- Proven ability to mentor, coach and manage teams, required.
- Proven ability to multitask, work independently, manage significant workload and competing demands whilst meeting deadlines, required.
- Proven computer, report writing and analytical skills, required.
- Fluency in English (written and spoken), required.
