Our client, a major LNG Company is seeking a Engineering Manager to work within their facilities located in Houston, TX for a 1year contract.

Primary Purpose

Develop, manage, review, and approve technical design and documents from Contractors. Assist in managing in-house and Contractor engineering teams during various project phases. Provide technical direction and support during construction, commissioning, and start-up. Ensure compliance with project specifications, industry standards, permits, and scope of work. Manage work by third-party contractors and interface with other engineering consultants. This role is mainly based in contractor offices, Infrastructure E&C offices in Houston, project site(s), and may transition to the project site as the LNG/NZS Field Engineering Manager.

Duties and Responsibilities:

Responsibilities

  • Work with Project Manager, E&C Engineering team, and Director - Engineering to ensure on-time and cost-effective project execution

  • Ensure quality of engineering technical design and deliverables, complying with contract and regulatory requirements, and supporting the project schedule

  • Manage engineering administration, including document control, review and approval matrices, document numbering, and other administrative functions

  • Provide leadership in reviewing and approving project issues like design basis, material balance, equipment selection, and compliance with standards and regulations

  • Attend project key meetings and conduct technical coordination meetings with relevant parties

  • Review drawings, schedules, specifications, and permits to ensure compliance with project requirements. Make technical decisions to avoid project construction delays

  • Collaborate with the Project Manager, Construction Manager, and Operations Manager to ensure timely deliverables and efficient interface management

  • Review engineering plans for plant constructability, operability, and maintainability with the E&C Construction Manager

  • Participate in the development and coordination of required vendor equipment and shop inspections

  • Review and provide input on contractor payments and change order requests

  • Provide technical support as required to field engineering

  • Collaborate with Commissioning and Start-up engineers to facilitate project start-up and plant turnover to operations and maintenance staff

  • Coordinate project engineering activities with the operations and maintenance staff

  • Perform other assigned duties (no more than 5% of duties).

Fiscal/Budget Responsibilities

Education:

  • Bachelor's Degree in Engineering or related field/discipline (Required)
  • Master's Degree in Engineering or business degree (Preferred)

Experience:

  • 12+ years of energy industry experience (Required)
  • 5+ years of project engineering experience (Required)
  • 3+ years in engineering management as Engineering Manager on an LNG Liquefaction design (Required)

Knowledge, Skills, and Abilities:

  • Strong knowledge of LNG/NZS design (Advanced)
  • Demonstrated project management skills (Advanced)
  • Strong knowledge of quality assurance and control practices (Intermediate)
  • Strong knowledge in HAZOP studies in the oil & gas industry (Intermediate)
