Brief Job Overview

This position exists up to the completion of the development phase including Project close-out. The project management and central controls teams will be based in Paris and the package teams will primarily be based in engineering and site locations in Houston, Milan and Mozambique (Maputo & Afungi) during this phase. The budget perimeter controlled is 10 billion dollars Life Of Project Cost, around 2 billion per year.

The position activities will be performed in close collaboration and coordination with the Project Management. The job holder will play an essential role in ensuring the project budgets, schedule, and risk are well forecasted and managed and that the project team is kept fully aware of the state of project budgets, schedules, and risk.

Job Responsibilities

Develop and support negotiation of contract exhibits for cost, schedule, milestone payments, progress payments, earned value measurement, change orders, and unit rates.
Lead effort to determine schedule interfaces between multiple contractors and resolve schedule conflicts.
Plan activities of the Project Controls Team to create and implement the appropriate work processes, practices, and procedures.
Participate in the establish risk management protocols, procedures, and reports required for risk assessment and assess risk occurrence as it pertains to probability, budget and schedule impacts.
Establish reporting criteria, content and format for monthly project status reports. Prepare monthly reports.
Provide reports and analysis to internal and external customers on an as needed basis.
Provide leadership for package document control team and activities.
Review, monitor and analyze committed, expended, earned values, and forecasted costs for package against approved budget and approved changes
To coordinate / consolidate and review the various Project budgets and updates (internal and external / Annual and Multiyear)
Ensure preparation of cost reports; variances, incurred, committed, budgets, and forecasted costs are explained and communicated
Ensure tracking of contingency and approved changes to project budget
Monitor and analyze Project Schedules, integration, forecast Key Dates for package against approved baseline schedule and key dates
To coordinate / consolidate and review Project schedule and updates (internal and external / Annual and Multiyear)
Participate in project digitalization to promote efficiencies, synergies, and simplification
Promote a culture of safety, health, environment and Company Ethics

The job holder will have to liaise actively with Project Management and related Package and Line Managers for the performance of the above duties.

Job Qualifications

Minimum Education: Engineer/Bachelor degree in Business management or similar
Minimum Experience: 10+ years of experience in major oil and gas project cost control

POSITION PURPOSE
The Chief Secretary and Head of the Bougainville Public Service:

Accountabilities
The Chief Secretary is accountable to the President. The Chief Secretary must perform the duties as set out in the Bougainville Constitution, Bougainville Public Services (Management and Administration) Act 2014, Bougainville Public Finance (Management and Administration) Act 2014, other relevant laws, and this position description.

The Chief Secretary is also accountable for:

leading the Bougainville Public Service to deliver an affordable and sustainable Public Service that delivers on its plans;
providing high-quality, strategic and proactive advice on Government outcomes and strategies for delivering a programme of long-term, sustainable cost reduction across the public sector, while maintaining public safety and public confidence in the Public Service and the Government;
providing high-quality, proactive advice on government policy and operations, including:

- the post-Referendum dialogue and consultation on the future political status of Bougainville;

Leadership within the Public Service
Excellent leadership is an essential element to high performing Departments and a high-performing Bougainville Public Service. As a senior officer of Government, the Chief Secretary is expected to lead by example. The Chief Secretary and Departmental Heads are required to work together in a spirit of service and strive towards the overall goal of a system of world class, professional public service, serving the government of the day and meeting the needs of all Bougainvilleans.

Profile
The Chief Secretary will be a proven leader with demonstrable current experience in a senior leadership position in government, the private sector or the community. Through his or her skills and career experience he or she will be able to:

illustrate an ability to improve significantly the performance of an organisation;
demonstrate a comprehensive understanding of Bougainville’s aspirations for autonomy and the challenges the Bougainville Government faces;
contribute solutions to the specific challenges and priorities facing the holder of this office in contributing to the development of the Bougainville Public Service; and

Specific requirements
The Chief Secretary will be under 60 years of age at appointment. Retirement is compulsory at 65 years of age. By law the contract of appointment is for 5 years and can be renewed.

The Chief Secretary must be a fit and proper person to be appointed to the Bougainville Public Service. The person will have an appropriate tertiary education or similar experience, be of good character, be in good health and free of criminal convictions or determinations of disciplinary enquiries.

He or she will be intellectually sharp, and deal with concepts and complexity comfortably. He or she will have a strong grasp of key trends and issues facing Bougainville, the Government, the restoration of services, facilities and infrastructure and the wider capacity issues in the public sector.

The Chief Secretary must be able to develop long-range strategies and plans. He or she should be able to probe deeply into issues without losing sight of the bigger picture. The Chief Secretary must be able to learn quickly when facing new problems and be comfortable handling risk and uncertainty. A willingness to take reasonable risks, be open to change and to experiment is essential. He or she must be future-oriented and take a broad perspective on issues, analysing both successes and failures for clues about how to improve. The Chief Secretary will be able to guide the creation of a compelling vision for Bougainville and inspire others to support that vision.

CONTEXT
The Chief Bougainville Collector of Taxes is the head of the Taxpayer Services Directorate (Tax Office), within the Department of Treasury and Finance. The office of Chief Bougainville Collector of Taxes is a senior office, established by Section 3(1) of the Tax Administration Act 2006.

The Chief Bougainville Collector of Taxes’ responsibilities include the following:

administration of the Tax Administration Act 2006 and all other Bougainville tax Acts, including the Sales Tax (Beer and Cigarettes) Act 2011;
collecting company tax, value-added tax and customs duties for and on behalf of the Internal Revenue Commission (IRC), by agreement with the IRC under Section 45(2)(b) of the Organic Law on Peace-building in Bougainville – Autonomous Bougainville Government and Bougainville Referendum;
managing the operations of the Tax Office, overseeing the day-to-day administration of the Office;
providing leadership to the other officers of the Tax Office, to ensure the successful management and administration of the Office’s operations and functions, including support for the work of other Directorates of the Department;
providing authoritative, impartial and professional advice on matters relating to taxation and revenue collection to the Secretary and Minister;
assisting the Secretary to prepare the annual estimates of expenditure required for the operation of the Tax Office, and managing the funds appropriated for that purpose;
developing and implementing a 5-year strategic plan for the Tax Office, with the overall target of assisting the Autonomous Bougainville Government (ABG) to achieve fiscal self-reliance by 2020;
supporting relations with the IRC, as well as managing relationships with other taxation agencies, for the benefit of Bougainville;
promoting public knowledge and awareness throughout Bougainville of the taxation regime and the importance of revenue collection and compliance to the future of the Region.

Accountabilities
The Chief Bougainville Collector of Taxes is responsible to the Secretary for Treasury and Finance and (through the Secretary) the Chief Secretary and the Minister for Treasury and Finance for:

provision of authoritative, impartial and professional advice on matters relating to taxation and revenue collection;
support to the Secretary in the exercise and performance of the Secretary’s obligations and functions under the Bougainville Public Services (Management and Administration) Act 2014 (the Public Service Act), and any other Bougainville law;
reporting on the progress of implementation of relevant decisions of the Bougainville Executive Council;
administration of Bougainville and National laws relevant to taxation and revenue collection, and performance of all statutory duties of the office;
enforcing taxpayer compliance with all legal obligations.

The Chief Bougainville Collector of Taxes is accountable to the Secretary and (through the Secretary) the Chief Secretary for:

compliance with all lawful instructions issued by the Secretary and the Chief Secretary;
provision of timely reports to the Secretary in respect of the implementation of the decisions of the Bougainville Executive Council, and of lawful instructions issued by the Secretary and Chief Secretary;
managing the operations of the Tax Office, and providing leadership to the other officers of the Tax Office, to ensure the successful management and administration of the Office’s operations and functions;
ensuring the efficient and effective utilisation of goods and services allocated to, procured by or in the possession of the Tax Office;
compliance with, and application and enforcement of the Code of Conduct and Ethical Behaviour of the Bougainville Public Service, and the staff performance management and disciplinary provisions of the Public Service Act;
implementation of the ABG’s gender equity and social inclusion policies;
performance of all other duties and responsibilities as may be set out elsewhere in this position description, or in the terms and conditions of appointment of the Chief Bougainville Collector of Taxes.

Critical areas of success
The performance of the Chief Bougainville Collector of Taxes will be assessed against the following outcomes:

leading the Tax Office to develop and maintain a stable and fiscally sustainable operating model, working cooperatively with other relevant agencies for the timely collection of tax and other revenue;
supporting the development of relevant policies, the provision of services and regulatory functions and the delivery of programs and services to support the mandated functions of the Tax Office and the Department as a whole;
strengthening service delivery capability within the Tax Office and Department, focusing resources on areas where they can be most effective in terms of delivering:

Appointment
The Chief Bougainville Collector of Taxes is appointed by the Bougainville Senior Appointments Committee, in accordance with the Constitution and the Bougainville Senior Appointments Act 2014. The conditions of employment for the Chief Bougainville Collector of Taxes will be set out in the written offer of appointment from the Bougainville Senior Appointments Committee.

A person appointed as Chief Bougainville Collector of Taxes holds office for 5 years from the date of appointment, or until the person:
resigns; or

reaches the age of 65 years; or
ceases to be qualified for appointment as Chief Bougainville Collector of Taxes; or
is removed from office under Section 37 of the Bougainville Senior Appointments Act.

While holding office, the Chief Bougainville Collector of Taxes must not:

actively engage in politics; or
engage, either directly or indirectly, in the management or control of a corporation or other body carrying on a business for profit.
person appointed as Chief Bougainville Collector of Taxes is eligible for reappointment at the conclusion of the person’s term of office, as long as the person remains qualified for appointment.

Desired experience and qualifications
To be appointed as Chief Bougainville Collector of Taxes, a person will:

hold a relevant tertiary qualification;
have at least 5 years’ recent experience as a senior employee within a government revenue/taxation office;
be a fit and proper person to be appointed to the Bougainville Public Service.

Mandatory matters regarding qualification for appointment
Under Section 25 of the Bougainville Senior Appointments Act 2014, a person is not qualified for appointment as Chief Bougainville Collector of Taxes if the person is:
