Job Dimensions
  • In charge of Logistics procedures, reporting, KPI/CPI, operational planning, cost allocation and contract follow-up.
  • Responsible for Fuel Management for the Affiliate and Project Contractors.
  • The focal point and Lead User for SAP/MM within the company
HSE and Personal Statement – At all times the Job Holder will:
  • Ensure proper implementation of the DGEP HSE rules within the Logistics department and contractors’ compliance with the HSE clauses from relevant contracts;
  • Ensure that the Company HSE Management System is bridged with the HSE MS of all logistics contractors.
  • Set the HSE training requirements for the logistics personnel.
  • Follow up on the HSE performance and ensure benchmarking.
  • Manage the HSE / SQM monthly meetings with contractors.
  • Ensure that actions resulting from reviews, audits and forums have been satisfactorily completed.
  • Adhere to the values and principles of the Company Code of Conduct at all times.
  • Willingly and openly share good practices.
Activities
Methods:
  • Issue and develop efficient Logistics Procedures in order to control the whole process from the requisition to final delivery on sites;
  • Monitor operational and commercial KPIs to identify consolidation, cost saving opportunities, and optimize supply chain performance;
  • Prepare and update short- and long-term logistics means look ahead planning – fixed wing, helicopters, landing crafts and supply vessels;
  • Ensure coordination and planning of logistics operations are optimized and meet the needs of Projects and other entities;
  • Participate and/or lead the studies for sustainability in Papua New Guinea: electricity production through solar panels, water consumption reduction, National staff skills development (within logistics department but also through contracts signed with local contractors);
  • Contribute to the development and implementation of short, and long-term logistics strategy; undertake logistics reviews and studies;
  • Represent Logistics department at the coordination meetings with Projects, BSE and other concerned entities;
  • Contribute to the preparation and update of the annual logistics plan, budget and cost estimates;
  • Prepare weekly and monthly operations reports and ad-hoc reports when requested by the management;
  • Liaise with the Cost Control to ensure accurate and transparent cost allocation and reconciliation, prepare cost allocation reports;
  • Develop best practices, and efficient working methods.
Logistics Contracts:
  • Manage all Logistics contracts including preparation and definition of scope of work (provision of Jet A1 & Diesel, aviation, marine, Camp management and Catering, etc.) and participate in contract negotiations;
  • Ensure proper implementation and administration of the logistics contracts;
  • Ensure smooth and efficient Call For Tender (CFT) process; and in conjunction with C&P department, produce a standardized “CFT documents” package: ITT, Exhibits, technical and commercial evaluation tables;
  • Organize supplier quality meetings “SQM” in cooperation with C&P.
Service and Purchase Order:
  • Ensure that all requests are registered and treated according to TEP PNG procurement process in due time.
  • Ensure that all Service Orders and Call Off orders required for Logistics activities are issued and approved on time in UNISOL to avoid interruption of the Services by contractors.
Stock Management:
  • Implement policies and procedures for the Stock Management of PRL-15 material & equipment and other blocks operated by TEP PNG (PPL-576, etc.)
  • Ensure that all parts concerned in the Stock management process are appropriately trained on UNISOL (SAP) - MM module and that all stock movements are recorded in UNISOL accordingly.
Fuel Management:
  • Oversee fuel supply and inventory management, ensuring timely delivery and maintaining appropriate stock levels to meet the project and operational demands;
  • Coordinate with various Papua LNG project EPC entities to align fuel supply and delivery timelines;
  • Analyze fuel consumption patterns and forecast future needs to optimize fuel procurement plans;
  • Develop and maintain strong relationships with fuel suppliers; address and resolve any fuel supply and distribution issues, liaising with internal/external stakeholders as necessary.
 Accountabilities
  • Effective HSE policy implemented, contractors’ contractual compliance maintained, logistics costs accurately optimized, correctly allocated and recovered.
  • Logistics procedures are up to date, KPIs regularly recorded and reviewed, costs correctly allocated, timely issuance of reports and request documents.
  • Ensure Logistics provide a safe, cost effective, and efficient service to other company entities and Project.
  • Efficient Fuel supply and distribution.
Required Qualifications / Experience Qualifications:
  • Master’s Degree in Logistics/ Supply Chain.
  • Commitment to excellence, respect for deadlines and good team spirit.
  • Comprehensive knowledge of TotalEnergies HSE Management;
  • Good communication skills with both internal & external interlocutors.
  • Very good written and spoken English.
  • A high level of computer competency and previous experience of computerized stock systems is essential.
  • Good knowledge of Logistic tools, especially PTS and SAP Material Management (MM).
  • 10 years varied experience in the Logistics and Supply Chain field including 5 years supervisory experience in Oil & Gas industry experience (Logistics / Methods).
