Our client is seeking a Lead I&C Engineer to work within their facilities located in Houston, TX, for a one-year assignment.

The Lead Instrument and Controls (I&C) Engineer will provide leadership, technical assurance, and subject matter expertise for all I&C and Telecommunications matters during the development and detailed design phases of the regasification, liquefaction, infrastructure, and renewable projects being developed by the Client. Work activities will vary depending on each project assignment and in what phase the project is at, which will generally include: support the development of pre-FEED and FEED documents relevant to the I&C and Telecommunications disciplines. Participate in FEED validations, EPC technical proposal evaluations, support during technical, contractual negotiations, detail design, and site support.
When assigned to a project, the Lead I&C Engineer will be working as the Owner's representative with the primary responsibilities of reviewing, auditing, and inspecting that the EPC's design and construction are fit for purpose, compliant with project specifications and regulations, industry codes & standards and will hand both project support and technical administration as dictated by the Project Engineering Manager.

Job Responsibilities:
  • Lead and act as the subject matter expert for all instrument and control systems matters for the project assigned.
  • Will provide leadership and support in all the phases of the assigned project. Activities will include but are not limited to writing the scope of works, writing and reviewing specifications, reviewing material requisitions, review of construction packages, quality assurance, tracking project deliverables, and providing project status updates providing technical support during start-up and commissioning.
  • May supervise engineering I&C staff on the assigned project, providing guidance and direction to I&C engineers in the project.
  • Monitor and provide project status updates to project management and project development groups, including relevant conditions and activities that may impact the project's completion dates or performance.
  • Audit the EPC's design in all matters related to telecommunication, instrumentation, and control systems, including those inside the vendor packages.
  • Review and audit all the EPC's and suppliers' deliverables with I&C content, including but not limited to P&IDs, instrument location plan, instrument hook-up, installation details, instrument index, logic diagrams, loop and wiring drawings, instrumentation datasheets, cause & effect diagrams, sizing calculations sheets, among others.
  • Participate in design reviews and risk assessments such as P&ID reviews, process HAZID, HAZOP, and SIL/LOPA analysis, and alarm rationalization studies, among others.
  • Participate in Factory Acceptance Tests (FAT), inspections, IFATs.
  • Lead the mentoring of Instrument Engineers, Control Systems Engineers and plan forward their development to ensure sufficient expertise is gained and retained in the group.
  • Stay abreast of current Instrument and Control Systems developments through participation in Industry technical shows and committees.
On a site assignment:
  • Supports building and staffing an effective field I&C team as required for each project.
  • Work assignments will vary on each project assignment but may include support or work under Engineering, Construction, Q&A, Commissioning, and Start-up.
  • Prepare scope of works and requirements for in-house projects and directly manage contractor(s) for in-house projects.
  • Review equipment inquiry/purchase requisitions and technical bid evaluations supplied by EPC Contractor for contract compliance and technical correctness of selection.
  • Support all I&C commissioning and start-up activities on-site, including SATs, loop checks, functional tests, field walk-downs, and sign-off of I&C check sheets.
  • Participate or lead special technical studies, reports as may be requested.
  • Performs other duties as assigned (no more than 5% of duties).
Required Skills:
  • Advanced subject matter expert in all matters related to I&C and Telecommunications systems used in LNG facilities.
  • Must possess mastery in designing, engineering, and specifying telecommunications, control systems, and instrumentation such as BPCS, SIS, Fire and Gas, HIPPS, Anti-surge systems, gas metering skids, in-line instrumentation, control valves, ESDVs, pressure relief valves, and gas chromatographs.      
  • Comprehensive knowledge and understanding of P&ID's, PFD's, controls systems, control systems schematics, control diagrams, control narratives, complex loops, loop diagrams, cause & effects. 
  • Advanced knowledge of engineering design principles and applicable design guides and standards related to I&C and Telecommunication discipline. Must possess a strong knowledge of the codes and standards used in the LNG industry such as API, BS, ISO, ASME, ANSI, IEC, ISA. Must possess solid knowledge of NFPA 59A, NFPA 72, NFPA 70 standards, strong knowledge of ANSI/ISA-18.2, Management of Alarm Systems for the Process Industries, strong knowledge of ISA/IEC 61511 Safety Instrumented Systems. 
  • Advanced Knowledge in Gas Chromatographs, CEMS and Gas Metering Stations.    
  • Strong knowledge of valve sizing calculations is required.     
  • Thorough knowledge of the Client's project management and execution processes and differences in application across projects/locations. May travel to manufacturer facilities to perform equipment reviews. 
  • Knowledge in Intergraph Smart Instrumentation (formerly known as SPI or INtools) is preferred.
  • Must have the ability to coach and mentor less experienced engineers.
  • Must have the ability to maintain multiple assignments with various deadlines and responsibility levels concurrently.
  • Strong analytical, decision-making, and problem-solving skills to analyze data, identify issues, recommend, develop, and implement solution.
Education/Experience:
  • 12+ years’ experience in the Energy or LNG industry required.
  • Bachelor's degree in Instrument & Controls Engineering.
  • Transportation Worker Identification Credentials (TWIC) required.
  • Professional Engineer License preferred.
  • Extensive experience in all phases of LNG projects, including FEED, Detail Design, Commissioning and Start-up experience required.
  • Experience generating and reviewing Material Take-Off (MTO) and estimating quantities for I&C items required.
  • Experience and knowledge with control and safeguarding systems for standard centrifugal compressors equipment used in LNG plants required.
  •  Expertise in instrumentation in cryogenic applications required.
  • Must possess solid knowledge of sizing control valves and selection of instrumentation and safety instrumented systems.
  • Experience in HAZOPs, LOPAs, P&IDs, 3D model reviews.
  • Experience providing documentation to FERC and PHMSA.
  • Strong experience with controls systems installed in the Client’s LNG projects is required: Emerson DeltaV, DeltaV SIS, ICS triplex, Triconex, Controllogix, CCC Series 5, MarkVie, MarkVieS and Det-tronics EQP, BN 3500.
  • Solid experience in APCI liquefaction process.
