Airswift is looking for a Senior I&C Engineer to work for a major LNG Client in Houston, TX, for an initial 1-year assignment.

The Senior  Instrument and Controls Functional Support Engineer will provide technical assurance and guidance for all Instrumentations, Control, and Telecommunications systems matters throughout the conceptual design, development, detailed design, and start-up phase of LNG, net-zero infrastructure, and renewable projects that Sempra Infrastructure (SI) is developing.

 

This role will work as functional support in the  Engineering and Construction department and support multiple projects and the Owner's team.

 

Functional duties include supporting the Chief I&C Engineer,  reviewing existing Sempra Infrastructure's (SI) standards, developing new ones where needed, and providing any other discipline support at the functional level. This role will also support multiple projects with the primary responsibilities of reviewing, auditing, and inspecting that the EPC's design and construction are fit for purpose and compliant with project specifications and regulations, industry codes & standards.

The role will support engineering review meetings such as HAZOPs, LOPAs, P&IDs, Alarm rationalizations, and 3D model reviews.

From time to time, the engineer will be asked to cover during the absence of an I&C engineer assigned to a project.

This role will be based in Houston, TX., and will distribute the time between Sempra Infrastructure and EPC's offices as required.

This role may be asked to travel occasionally for inspections, FATs, or project audits or support during construction, commissioning, and start-up.

 

The Senior I&C Engineer will handle both project support and technical administration as dictated by Management. Occasionally, the Senior I&C Engineer will be required to lead the I&C and Telecommunication disciplines of a project.

Provides functional support during all the phases of the projects to which the Senior I&C Engineer is assigned, including but not limited to developing engineering deliverables, including philosophies, plans, reports, specifications, calculations, data sheets, and technical requisitions, writing scope of works. Reviewing technical specifications, material requisitions, technical bid evaluations, FEED, and detailed engineering documents and drawings.

Provides support to dedicated I&C project teams when requested

Audits the EPC's design in all the matters related to telecommunication, instrumentation, and control systems, including those inside the vendor packages. reviews EPC's and suppliers' deliverables such as P&IDs, all instrumentation and telecommunication relevant documentation (instrument location plan, instrument hook-up, installation details, instrument index, logic diagrams, loop and wiring drawings, instrumentation datasheets, cause & effect diagrams, sizing calculations sheets and reports, among others).

Reviewing or perform Control Valve sizing calculations and PSV sizing calculations.

Participates in design review and risk assessments such as P&ID reviews, process HAZID, HAZOP, and SIL/LOPA analysis, and alarms rationalization studies, among others.

Participates in Factory Acceptance Tests (FAT), inspections, IFATs.

Works assignments will vary on each project assignment but may include support or work under Engineering, Construction, Q&A, Commissioning, and Start-up groups.

Supports all I&C commissioning and start-up activities on-site, including SATs, loop checks, functional tests, field walk-downs, and sign-off of I&C check sheets.

Participates or lead special technical studies, reports as may be requested. May supervise engineering I&C staff on the project.

Full use and application of standard  I&C  engineering principles/techniques. Understanding of engineering design and construction techniques in other related disciplines.

Advanced technical knowledge in designing, engineering, and specifying telecommunications, control systems, and instrumentation such as BPCS, SIS, Fire and Gas, HIPPS, Anti-surge systems, gas metering skids, in-line instrumentation, control valves, ESDVs, pressure relief valves, and gas chromatographs.

Working knowledge of project development and understanding of P&ID's, PFD's, controls systems, control systems schematics, control diagrams, control narratives, complex loops, loop diagrams, cause & effects.

Knowledge in the codes and standards used in the LNG industry such as API, BS, ISO, ASME, ANSI, IEC, ISA. Must possess solid knowledge of NFPA 59A, NFPA 72, NFPA 70 standards, knowledge of ANSI/ISA-18.2, Management of Alarm Systems for the Process Industries, knowledge of ISA/IEC 61511 Safety Instrumented Systems.
