Airswift is seeking to invite an experienced Project Commissioning Engineer with FPSO project experience to consider a permanent role with one of our clients.
The objectives of this position is to provide expert project engineering knowledge to support and manage all commissioning support services required for commissioning execution of a project.
A strong background of Commissioning to execute scope of EPCI project engineer commissioning function under CIC department in the company’s business areas including hull/topsides/mooring facilities
Responsibilities:
- Operationally reports to project Commissioning Manager for the assigned project
- To support in developing project deliverables as per project & client requirement.
- Prepare responses to client queries.
- Prepare & Review of company development work methodology / procedures.
- Develop Supplier call out plan in consultation with commissioning leads and work closely with Supplier callout Coordinator to manage the supplier callout process during execution phase.
- Develop mobilization plan for discipline technicians following project execution plan.
- Develop required specification and Coordinate for set up of contract for commissioning support services i.e., Integrity Leak test / Oil flushing services, Technician Manpower supply, temporaries (Load Bank, Temp Generators, steam blow etc).
- Coordinating with Commissioning leads to preparing a list of temporary materials and testing equipment’s, tools, consumables and process procurement of such items.
- Coordinate with planner to create commissioning WBS codes/activities/duration within project schedule using system / sub-system definition.
- Input system interdependency (logic link) with in Project Schedule
- Input commissioning man hrs with in Project Schedule
- Integrate construction milestones, commissioning sequence, and project completion targets and provide master project schedule for use by site execution team.
- Define and develop schedule and quality monitoring method to support the project execution team.
- Independently deals with regulatory authority, class, vendors and clients with regards to comments or queries on commissioning deliverables and develops technical/engineering solutions to the issues raised.
- Comply and ensure implementation of the company’s HSEQ policies
- Participates in meetings with the project team to review progress and addresses interface/implementation/execution issues where necessary based on the standard procedures, practices and lessons learnt from past projects to ensure that the project proceeds timely and smoothly.
- Perform duties as per directives of reporting authority.
- Ensure all regulatory and statutory testing and requirements are performed and records are maintained.
- Day to day Planning of work, manage schedule & targets of the project as required.
- Identify and manage resource requirements to meet schedule and targets.
- Prepare and maintain commissioning records of site observations, testing processes and checklists
- Coordination of functional testing of commissioned systems and engaging the Operations Team when and where needed
- Prepare timely and accurate technical report for management and a reference for future.
- Travel to offshore project sites to support offshore commissioning / assist facility startup, as required
- Ability to set priorities and meet deadlines
- Ability to problem solve with or without the guidance of senior leadership
- To conduct analytical review of complex progress reports in order to systematically identify issues and from there, address these issues in a timely manner.
- Disciplined in time management and independent in handling/prioritizing complex work requirements within the project’s stringent timelines.
- Interact with other departments i.e., engineering, contracts department for obtaining engineering and specific vendor documents & details.
- Willingness to work and train others in a team environment, assisting other multi- cultural and interdepartmental team members
- Guides and motivates the Commissioning team to carry out work within the stringent project timelines through awareness of the project’s unique constraints
- Masters or bachelor’s degree in engineering with 8 to 14 years' work experience
- A minimum of 5 years' work experience in onshore/offshore Oil & Gas area or FPSO line(s).
- Specialist knowledge of at least Three FPSO projects in a commissioning role.
- Ability to define concepts of completion process.
- Experience in developing required technical specification and Coordinate for set up of contract for various support services required during commissioning i.e., Integrity Leak test / Oil flushing services, Technician Manpower supply, temporaries (Load Bank, Temp Generators, Steam blow etc).
- Has work experience in setting up an effective, objective oriented, and user-friendly commissioning execution plan / schedule for the successful Commissioning of any projects.
- Work experience within strict regulatory environments and aligning commissioning independence with engineering compliance and contractual requirements.
- High safety awareness is mandatory. A good knowledge of managing simultaneous operations (SIMOPS) is essential.
- Familiar in use of Software, Database systems related to System Completion, Project Management (MS Project / P6) and General computer literacy (MS office).
