The role of the Commissioning Manager will be to protect the Owner's interests during Completions, Pre-Commissioning, Commissioning, Start-Up, and Initial Operations. Responsible to support and oversee the main EPCC Contractor in preparation and execution of the Turnover plan, according to the defined Commissioning Sequence for the Project.
Responsibilities will include review and validation of the completion database used by the EPCC Contractor, approval of procedures related to the Turnover plan, coordination of Owner's stakeholders in the (1) oversight of the Completions work process; (2) coordination with Construction Teams to manage pre-commissioning completion and punch list clearance, (3) execution of Commissioning activities, (4) coordination with Start-Up and Operations to facilitate Start-Up Execution and (5) support the transfer of Care, Custody and Control of the Facility to Operations and Maintenance after Substantial Completion.
Manage and coordinate, through the Commissioning Superintendents, the activities of the Owner's Commissioning team in a safe and timely manner.

Oversee reviews and execution of all pre-commissioning and commissioning task sheets that will be uploaded by the EPCC contractor into the completion database, in conjunction with related Pre-Commissioning and Commissioning discipline leads.

Oversee reviews and approvals of contractor deliverables including, though not limited to, Pre-Commissioning, Commissioning and Start-Up Execution Plans, as well as the punch list management procedure, completion database implementation plan, turnover plan, systemization plan etc.

Monitor the set-up and population of the completion database, particularly in terms of planning information related to the commissioning sequence (RFC/RFSU dates by System/Sub-System etc). During execution phase, act as the focal point for RFC and RFSU completion ( activities and dossiers) and use the data to track progress of pre-commissioning and commissioning activities and redirect where necessary.

Ensure appropriate management decision-making tools (derived from the completion database) are developed on Owner side for the adequate follow-up of pre-commissioning and commissioning progress.

Monitor the timely preparation of pre-commissioning and commissioning dossiers, ensuring all required documentation is included (task sheets, certificates, Red-Line Mark-Ups, punch status etc.) during the execution phase and review dossiers for the transfer of responsibility from construction to commissioning, from commissioning to start-up and ultimately to full handover from EPCC contractor to Operations team.

Monitor and manage where required the punch items entered in the completion database, ensuring priority compliance up to RFC/RFSU completion. Lead and direct all disciplines within the commissioning team to achieve sub-systems punch list clearance as per planning priorities.

Monitor the development of all training plans related to Commissioning and Start-Up, operating manuals and procedures to be developed by the EPCC contractor.
