We are currently searching for a Design approver who’s focus will be on aircraft structures to be sat in our client’s office in Bristol. This will be on an initial 12-month contract period with the possibility of extension and we can cater for both LTD company and PAYE employment.

Roles & Responsibilities

Candidate with experience in providing design and build services to a customer for a prototype electrical vertical take-off/landing aircraft.
The Design Check Level capability is required to be provided through a capacity offload solution to prepare and check composite and metallic structure detail and assembly definitions.
The role requires to delivery professional design engineering services per week for the stated duration of this engagement providing design, and design checking capability.
The design approver along with a team of engineers must be capable of delivering both design and design check, including but not limited to creation and cross check of model-based definitions within the 3D Experience digital mock-up (DMU).
The design approver along with a team of engineers must be able to act as an independent team, however, there may be occasions when some engagement with other relevant engineering teams to ensure compatibility and continuity of design is maintained. Coordination with the Systems Integration team members is essential to ensure structure is considerate of systems routing needs.
The design approver along with a team of engineers will report via a designated Lead through to the relevant Design Lead for the Programme(s).
Delivery will require some physical attendance at customer facilities for key meetings and design reviews, although an element of hybrid working between customer offices and Supplier offices is acceptable.
Experienced in airframe structure design engineering development.
Lead Design activities and act as Technical Focal for project(s).
Manage the execution of the work packages identified and ensure the convergence of the delivery plans with customer requirements.
Define the budgets required for the execution of work packages identified.
Coordinate the allocation and execution of technical activities between him/herself, another team member onsite/offsite team.
Define design solutions for new components / assemblies and modifications to existing components (Composites and metallic) according to cost, weight, quality, manufacturability, serviceability, and performance.
To provide evidence of design compliance with Customer / Technical specifications.
Prepare drawings and other engineering data required for the manufacturing of the product and data submittal to the customer.
Produce ECN as required to support manufacturing, customers, quality, and certification.
Ensure own and teams’ quality of deliveries. Verify, check, and sign off on Program co-workers’ engineering drawings.
Lead the progress review meetings with the customer project team to report progress on the work packages.
Report KPI and alignment with budget for work packages in progress and deliveries.

Must Have Skills

Design Approver Signatory on Airframe structure - metallic and/or composite aero structures
Excellent knowledge of Aero structures, Wing, Empennage and Fuselage.
Excellent knowledge of computerized design and analysis methods (CATIA V5)
Experience with GD&T, (tolerance stack up)
Good experience of aerospace Composite (honeycomb) /Metallic materials and manufacturing processes
Customer focused/Ability to establish credibility with internal and external customers.
Fair understanding of stress analysis principles
Awareness of A/C industry standards, regulations, and qualification requirements
Good English verbal and written communication skills
Able to work to tight, demanding deadlines and customer demands.

Provide leadership for package document control team and activities.
Review, monitor and analyze committed, expended, earned values, and forecasted costs for package against approved budget and approved changes
To coordinate / consolidate and review the various Project budgets and updates (internal and external / Annual and Multiyear)
Ensure preparation of cost reports; variances, incurred, committed, budgets, and forecasted costs are explained and communicated
Ensure tracking of contingency and approved changes to project budget
Monitor and analyze Project Schedules, integration, forecast Key Dates for package against approved baseline schedule and key dates

Accountabilities
The Chief Secretary is accountable to the President. The Chief Secretary must perform the duties as set out in the Bougainville Constitution, Bougainville Public Services (Management and Administration) Act 2014, Bougainville Public Finance (Management and Administration) Act 2014, other relevant laws, and this position description.

The Chief Secretary is also accountable for:

leading the Bougainville Public Service to deliver an affordable and sustainable Public Service that delivers on its plans;

Specific requirements
The Chief Secretary will be under 60 years of age at appointment. Retirement is compulsory at 65 years of age. By law the contract of appointment is for 5 years and can be renewed.

The Chief Secretary must be a fit and proper person to be appointed to the Bougainville Public Service. The person will have an appropriate tertiary education or similar experience, be of good character, be in good health and free of criminal convictions or determinations of disciplinary enquiries.

CONTEXT
The Chief Bougainville Collector of Taxes is the head of the Taxpayer Services Directorate (Tax Office), within the Department of Treasury and Finance. The office of Chief Bougainville Collector of Taxes is a senior office, established by Section 3(1) of the Tax Administration Act 2006.

The Chief Bougainville Collector of Taxes’ responsibilities include the following:

administration of the Tax Administration Act 2006 and all other Bougainville tax Acts, including the Sales Tax (Beer and Cigarettes) Act 2011;
collecting company tax, value-added tax and customs duties for and on behalf of the Internal Revenue Commission (IRC), by agreement with the IRC under Section 45(2)(b) of the Organic Law on Peace-building in Bougainville – Autonomous Bougainville Government and Bougainville Referendum;
managing the operations of the Tax Office, overseeing the day-to-day administration of the Office;
providing leadership to the other officers of the Tax Office, to ensure the successful management and administration of the Office’s operations and functions, including support for the work of other Directorates of the Department;
providing authoritative, impartial and professional advice on matters relating to taxation and revenue collection to the Secretary and Minister;
assisting the Secretary to prepare the annual estimates of expenditure required for the operation of the Tax Office, and managing the funds appropriated for that purpose;
developing and implementing a 5-year strategic plan for the Tax Office, with the overall target of assisting the Autonomous Bougainville Government (ABG) to achieve fiscal self-reliance by 2020;
supporting relations with the IRC, as well as managing relationships with other taxation agencies, for the benefit of Bougainville;
promoting public knowledge and awareness throughout Bougainville of the taxation regime and the importance of revenue collection and compliance to the future of the Region.

The Chief Bougainville Collector of Taxes is responsible to the Secretary for Treasury and Finance and (through the Secretary) the Chief Secretary and the Minister for Treasury and Finance for:

provision of authoritative, impartial and professional advice on matters relating to taxation and revenue collection;
support to the Secretary in the exercise and performance of the Secretary’s obligations and functions under the Bougainville Public Services (Management and Administration) Act 2014 (the Public Service Act), and any other Bougainville law;
reporting on the progress of implementation of relevant decisions of the Bougainville Executive Council;
administration of Bougainville and National laws relevant to taxation and revenue collection, and performance of all statutory duties of the office;
enforcing taxpayer compliance with all legal obligations.

The Chief Bougainville Collector of Taxes is accountable to the Secretary and (through the Secretary) the Chief Secretary for:

compliance with all lawful instructions issued by the Secretary and the Chief Secretary;
provision of timely reports to the Secretary in respect of the implementation of the decisions of the Bougainville Executive Council, and of lawful instructions issued by the Secretary and Chief Secretary;
managing the operations of the Tax Office, and providing leadership to the other officers of the Tax Office, to ensure the successful management and administration of the Office’s operations and functions;
ensuring the efficient and effective utilisation of goods and services allocated to, procured by or in the possession of the Tax Office;
compliance with, and application and enforcement of the Code of Conduct and Ethical Behaviour of the Bougainville Public Service, and the staff performance management and disciplinary provisions of the Public Service Act;
implementation of the ABG’s gender equity and social inclusion policies;
performance of all other duties and responsibilities as may be set out elsewhere in this position description, or in the terms and conditions of appointment of the Chief Bougainville Collector of Taxes.

The performance of the Chief Bougainville Collector of Taxes will be assessed against the following outcomes:

leading the Tax Office to develop and maintain a stable and fiscally sustainable operating model, working cooperatively with other relevant agencies for the timely collection of tax and other revenue;

Appointment
The Chief Bougainville Collector of Taxes is appointed by the Bougainville Senior Appointments Committee, in accordance with the Constitution and the Bougainville Senior Appointments Act 2014. The conditions of employment for the Chief Bougainville Collector of Taxes will be set out in the written offer of appointment from the Bougainville Senior Appointments Committee.

A person appointed as Chief Bougainville Collector of Taxes holds office for 5 years from the date of appointment, or until the person:
resigns; or

reaches the age of 65 years; or
ceases to be qualified for appointment as Chief Bougainville Collector of Taxes; or
is removed from office under Section 37 of the Bougainville Senior Appointments Act.

While holding office, the Chief Bougainville Collector of Taxes must not:

actively engage in politics; or
engage, either directly or indirectly, in the management or control of a corporation or other body carrying on a business for profit.
person appointed as Chief Bougainville Collector of Taxes is eligible for reappointment at the conclusion of the person’s term of office, as long as the person remains qualified for appointment.

Leadership within the Public Service
Excellent leadership is essential to ensuring that the Tax Office, the Department and the Public Service as a whole can function effectively. As a senior office-holder, the Chief Bougainville Collector of Taxes is expected to lead by example. Working with the Secretary, the Chief Bougainville Collector of Taxes will work in a spirit of service and strive towards the overall goal of a world class, professional public service, serving the Government of the day and meeting the needs of all Bougainvilleans.

Profile
The Chief Bougainville Collector of Taxes will be a proven leader, able to demonstrate current experience in a senior managerial position, whether in government or the private sector. To be considered suitable for appointment, an applicant, by providing evidence of skills and career experience, will be able to demonstrate the following qualities:

a comprehensive understanding of the taxation arrangements between the ABG and the National Government, provided for under paragraphs 137 to 148 of the Bougainville Peace Agreement and relevant constitutional provisions;
proven ability to advise and respond on highly complex, sensitive and technical issues regarding taxation administration and revenue collection in Bougainville;
executive leadership capability, with an ability to motivate and interact with people at all levels, in order to maximise the quality and contributions of the Tax Office in delivering practical outcomes;
an ability to think strategically and analytically about the issues facing the Tax office and the ABG, and to then translate that thinking into practical effort, directed towards achieving goals within available resources;
proven communication skills, accompanied by an ability to develop and maintain effective and positive working relationships with key stakeholders;
a reputation for independence, fairness and sound judgment, while maintaining the highest standards of honesty and personal and professional integrity.

Desired experience and qualifications
To be appointed as Chief Bougainville Collector of Taxes, a person will:

hold a relevant tertiary qualification;
have at least 5 years’ recent experience as a senior employee within a government revenue/taxation office;
be a fit and proper person to be appointed to the Bougainville Public Service.

Mandatory matters regarding qualification for appointment
Under Section 25 of the Bougainville Senior Appointments Act 2014, a person is not qualified for appointment as Chief Bougainville Collector of Taxes if the person is:

a member of, or a candidate for election to:
- the House of Representatives; or
- the National Parliament; or
- ????a Provincial Government; or
- a Council of Elders or other local-level government body or authority; or
an office-holder in a registered political party; or
an undischarged bankrupt; or
of unsound mind; or
under sentence of death or imprisonment; or
aged 65 years or older.
