HSE Training Lead

Project Overview:

The EACOP Project (East Africa Crude Oil Pipeline Project) is an EPcmC. 1,500km pipeline project across Uganda and Tanzania, with a Main Storage Terminal and Jetty in Tanzania

Job Description Overview:

The HSE Training Lead is required to ensure the execution of a robust HSE Training Program throughout the project`s scope and lifetime

Specific Roles & Responsibilities:

Expectations:

  • Ensure a robust and effective Project training program.
  • Ensure competency with regards to the Project`s H3SE requirements in terms of training provided.
  • Facilitate and deliver Project specific training
  • Capture training statistics
  • Capture and maintain records of all training and competency certification.
  • Participate and provide input to the development of targeted HSE Improvement Plans and associated support documents.
  • Ensure H&S alignment with approved Plans.
  • Build and maintain solid relationships and engage with management representatives, Company and Partners

Prime responsibilities and duties

  • Develop and implement a H3SE Training program
  • Implement, manage, and track the training program throughout the scope of the Project.
  • Develop, review and maintain all mandatory training modules on the project.
  • Assess and review Contractors training programs and associated media to be compliant.
  • Identify training gaps and ensure the closure thereof.
  • Facilitate and deliver training sessions for all new hires/ other training per the Training Matrix.
  • Develop and maintain the Project H3SE Training Matrix.

Allied occasional duties

  • Deliver the accumulation of H&S data and statistics and the presentation thereof.
  • Provide field duties as needed.

Project specific requirements

  • The ability to develop a thorough understanding of the Project and its H&S requirements.
  • The ability to facilitate Incident investigations through root cause analyses methodologies.
  • MS Office competency

Qualifications and Key Person Specifications

Position Specific Qualifications and Training Experience

Essential:

  • Minimum 5 years’ experience developing and managing construction training Programs
  • Minimum 5 years’ experience presenting training Programs to all levels of the Project
  • Mega Project (Multi Billion US$) experience with Projects staffing with more than 5000 employees
  • Demonstratable management level experience i.e. H&S Lead/ Manager
  • Worked as an expatriate in a foreign, developing country

Desirable:

  • NEBOSH Certification

Personal Qualities, Aptitudes and Skills

  • Team goal orientated
  • Have the ability to work independent.

Competencies – Generic

  • Speak, write, and read – English

Competencies – Technical

  • Microsoft media proficient – specific EXCEL and POWER POINT

  • Proven experience in one or more of commercial management, prime contract management, project controls, contracts/supply chain or project management
  • Staff management experience (knowledge transfer)

  • Understanding of Time / Distance planning programs
  • Attention to detail and high level of accuracy
  • Analytical and problem-solving skills
  • Ability to travel as and when required
