Duties

Qualifications:
  • Bachelor’s or Master's Degree in engineering (Electrical / Electronics/ Instrumentation/Electronic)
  • 14 to 17 years' work experience in onshore/offshore Oil & Gas area or FPSO line(s).
  • Functional Safety Engineer Certification/OT Cybersecurity (ISA/IEC 62443 certification), Hands on experience in Machine Monitoring System & Automation and Control System
  • Specialist knowledge of at least Three or related project line.
  • Ability to define concepts of completion process.
  • Have proven project experience and skills within the field of Testing, Pre-commissioning,
  • Commissioning execution and startup at offshore
  • Good Knowledge in design of FPSO’s including FEED, detailed design, construction, commissioning & start-up phase.
  • Comprehensive knowledge on functionality of FPSO, focus in Instrumentation & Control systems (Process Control System, Safety Instrumented System, SIL/SIF verification) preferentially with knowledge of eminent DCS equipment and software providers.
  • Comprehensive knowledge on FPSO EPCI functionality and execution sequence.
  • Knowledge of IEC standards related automation.
  • Experience in offshore plant startup and stabilization and able to provide Operations with technical support throughout start-up, stabilization and performance testing.

Role Purpose
Works under the supervision of the Project Accountant Lead on daily tasks to validate project cost expenditure, by timely reviewing and verifying third party invoices, expense claims, and allocating cost expenditure according to project / corporate cost structure and budget.
Required to handle heavy invoice verification workload with meticulous attention to details to ensure accurate cost expenditure and timely payment, working closely with project cost controllers and other departments (finance, procurement, contracts etc.)

Key Accountabilities

  • Project Invoices Review: 
    • Review and verify all project vendor/sub-contractor invoices, ensuring claim eligibility in accordance with Purchase Order & Sub-Contract agreements and/or corporate rules, and supporting documents provided are sufficient to evidence progress, achievement of milestone and/or reimbursable claims etc. before approving for payment (or reject as appropriate) 
    • Be the focal point with Finance Dept and other functions related to project invoices, make clarifications on missing supporting documents, unclear/unjustified contractual provisions or claims and resolve for invoice processing
    • maintain full and complete records of invoices and cost charged to project 
  • Cost Allocation: Allocate cost expenditure according to WBS Code / Cost Centre to ensure correct WBS Code / Cost Centre assigned for each invoice and breakdown thereof
  • Cashflow management: Update and maintain the project cashflow tracking/forecast sheet to ensure positive cashflow. 
  • Cost Analysis: Assist Cost Controller in cost analysis/reconciliation to ensure appropriate / valid cost are charged to correct budget in line with plan / phases; for example manpower analysis by ensuring project timesheet submission is in line with project budget and correct WBS code, approval by correct approver, and required documentation is in place (project mobilization/ demobilization forms), and alignment with Manpower Plan system

Job Responsibilities:

  • Providing internal legal support to transaction teams when pursuing new opportunities in Japan, including acquisitions, divestments, financings, forming joint ventures and managing interests in projects during development and into construction.
  • Advising on general business law issues and managing the legal issues of all areas of the Company, including but not limited to corporate matters, land, permits, disputes, procurement, safety, security, insurance and sustainability issues (either solely or based on advice from external counsel).
  • Working on a wide range of contracts (including heads of term, term sheets, Joint Development / Project Development / Bidding Agreements, NDAs, engagement letters, service contracts, intragroup services/funding agreements, a wide range of commercial contracts and exclusivity letters).
  • Providing support to transaction teams, alongside external counsel, on share purchase agreements, shareholders’ agreements, credit support agreements and similar and related documents, including to protect Company’s interests and drive towards consistency of approach.
  • Supporting teams with understanding the legal aspects of acquisition due diligence and the development of projects in Japan (either solely by Company or alongside development partners), based on advice from external counsel.
  • Helping to identify and manage compliance with all applicable laws and regulations relevant to Company’s operations in Japan and contribute to appropriate solutions, monitoring and alerts (including in respect of competition, merger control and foreign direct investment requirements in each jurisdiction, with advice from external counsel).
  • Developing and improving procedures, precedents and guidance to assist Company’s legal team and all other teams within Japan.
  • Anticipate and manage the (legal) risks connected with or resulting from the business strategy and operations.
  • Coordinate with the Group’s legal team on transaction documents templates and updates.
  • Coordinate with the Group’s Compliance Officer on incidents and breaches as well as compliance with Anti Bribery and Corruption policies.
  • Coordinate with the Group’s Head of Legal to secure relevant internal approvals.

 

Your Skills:

  • Degree in law and qualified to practice in Japan.
  • At least 5 years of experience in the power sector in Japan with focus on renewable energy.
  • Combination of analytical and strategic thinking skills that allow the assessment of complex policies and changing policy environment.
  • Ability to articulate and promote ideas to different internal and external stakeholders.
  • Excellent written and verbal communication skills. (in Japanese and English) *need to use internally and externally

Overall Job Responsibility: Ensure on-time delivery of equipment, material and documentation and recovering if schedules are not met. Communicate with suppliers and shippers to assist in day-to-day expediting of equipment, material and documentation of assigned projects.


Responsibilities:
  • Provide the interface between Suppliers and the Project Team to ensure that documentation requirements (signed Purchase Order (PO) Acknowledgement, Engineering, Procurement, Manufacturing, Production and/or Fabrication schedules, Bills of Materials and drawings) that are specified in the PO are delivered in accordance with the agreed schedule.
  • Develop or modifies an expediting plan for the assigned project(s), which is based on criticality ratings of the equipment in relationship to the project schedule.
  • Monitors Supplier’s delivery progress in accordance with the delivery commitment of the purchase order. 
  • Expedites in accordance with Project Procurement Procedures and to achieve project milestones and on-time delivery of equipment.
  • Ensures the timely issue of suborders by Supplier for raw material and/or major components.
  • Works with Supplier and Project Team on a recovery plan if schedule is not being met. Reports non-compliance cases.
  • Reviews Inspection Reports if inspections are required by the contract to monitor progress and verify actual order status.
  • Issues expediting status/tracking reports on a regular basis to the Project Team.
  • Liaises with Logistics to provide advance notice of impending shipments and to trace major shipments from the supplier to the job site if necessary.
  • Liaise with Purchasing, Engineering, and QA/QC to resolve any commercial, technical, or quality problems that arise.
  • Update System with delivery status updates. Maintains applicable procurement files in conformance with Standard Operating Procedures (SOPs), Department Work Instructions (DWIs) and Quality System requirements.
  • Assists with purchase order closeout and provides input to Supplier performance evaluations.
Requirements/Qualification:
  • Minimum three years’ experience in a related environment with exposure to expediting and inspection functions for graduates or minimum five years of relevant working experience for diploma holders.
  • Demonstrate ability to handle multiple tasks and meet demanding deadlines.
  • Demonstrate technical ability in reading Purchase Orders, Specifications, and Data Requirements.

Responsibilities:

  • Plan and execute subcontractor pre-qualification process. Ensure prequalification of subcontractors who have potential to do business with company are carried out ethically, efficiently, and expeditiously.
  • Comply with prequalification policies and procedures for subcontractor pre-qualification, i.e., Evaluate and analyze incoming subcontractor request submitted by various department leads to determine compliance to policies and procedures before kick-starting the prequalification process.
  • Process and analyze subcontractor data submitted for pre-qualification. Determine if documents are sufficient for review and assessment by the respective approver.
