Our client is seeking a Piping Inspector to work within their facilities located in Port Arthur, TX, for an initial 1-year assignment.

The Piping Inspector must have a strong background in all aspects of piping especially in the field of cryogenics and LNG construction. They will oversight all the contractor and subcontractor construction methods and inspection personnel. The Piping Inspector will assist the Lead Inspector in mentoring the quality staff in their areas of expertise.

Position will also be responsible for overseeing all quality aspects of construction and installation activities related to piping. Specific tasks may include but will not be limited to quality compliance of materials storage and handling, piping, equipment installation, managing/controlling Non-conformance Reports, construction testing, quality inspections, reviewing test procedures and other tasks as assigned by QA/QC Management.

The Piping Inspector will also be required to support other site activities (e.g., other site coordination and/or investigations, audits, or other related duties as designated by the QA/QC Management).

Job Responsibilities:
  • Provides guidance and technical support to the project inspection team for safe performance in quality control including inspection of fabrication procedures and construction procedures/activities.
  • Ensures contractor compliance of quality assurance and quality control programs.
  • Reviews drawings, schedules, specifications, and permits to ensure compliance with project requirements.
  • Collaborates with project engineers in monitoring construction activities for compliance with engineering drawings, specifications, and industry standards.
  • Works with project engineers and Construction Manager to review engineering plans for plant constructability, operability, and maintainability.
  • Effectively monitors contractor’s non-conformance and deviation control systems.
  • Provides input to weekly and monthly construction progress reports.
  • Performs other duties as assigned (no more than 5% of duties).
Required Skills:
  • Knowledge of general construction practices with emphasis on electrical, mechanical, piping, coatings, insulation and structural testing and inspections.
  • Knowledge of applicable codes and standards.
  • Self-starter with proven leadership abilities, strong interpersonal skills and problem-solving abilities.
  • Must have a working knowledge reading and interpreting construction drawings and schematics to aid in troubleshooting and maintenance.
  • Ability to work independently in area(s) of expertise.
  • Ability to influence a team to focus reviews on compliance to project specifications and LNG best industry practices to deliver excellence in the quality of the work.
  • Must have secondary language skills in Spanish – be prepared to attend improvement lessons as provided.
Education/Experience:
  • Bachelor’s degree in engineering, construction management, or related field of study or equivalent construction related experience.
  • 10 years of experience in jobsite inspection to ensure compliance with the requirements as outlined in project plan and procedures, codes, standards, certificates, permits, and agreements.
  • Demonstrated experience in monitoring EPC Contractor QA/QC plans and performance.
  • General construction of major project systems.
  • Certified Welding Inspection certification or similar certification in welding inspection/technology is preferred.
Other Qualifications
This position is assigned to a field office and will require working outdoors, resulting in exposure to extremes of heat, cold, noise and dust. Will be exposed to normal construction equipment and site hazards. Will be expected to work at heights and comply to the safety regulations in force. Must be open to relocation since the project location is in a remote area which typically requires long commutes to nearest town.

•    Responsible for the schedule of MSP activities and related milestones, provides data (rundown curves, charts, graphs) and recovery plans to address any schedule delays if any.
•    Accountable for knowledge of and sharing previous lessons learned, capturing and communicating current lessons learned to support review teams and future projects.
•     Review, update and amend MSP procedures and specifications to ensure that all pre-comm/comm references are up to date and relevant.

Qualifications:

  • Knowledge of API, ANSI, NEMA, ASTM specifications. May be required to travel to the Vendors facilities.
  • BS or MS in Mechanical Engineering or equivalent. Typically, minimum of 10 years working with various Compressors and 4 years pump Engineering experience in Petroleum-Chemical, Oil & Gas Industry.  Excellent written and verbal communication skills in English.  Emphasis on Centrifugal and Reciprocating compressor experience, with working knowledge of API 613, 614, 616, 617, 618, 670 and 671.  PE registration is desired, Aramco experience is preferred.
  • Will be required to develop/check specifications, data sheets, technical bids, purchase orders, resolve technical queries from vendors on various Compressor and Pump equipment, able to coordinate project requirements with other disciplines, project staff and clients. Will be required to maintain quality of group deliverables through-out the procurement of the equipment.  Will be required to support work share activities with other offices on Rotating Equipment deliverables. Demonstrable commitment to HSE Management in a project Environment

•    Regular progress monitoring by liaising with site construction management team and contractors’ teams in all construction areas. •    Respond to ad-hoc analysis requests related to schedule, progress, KPIs and reports. Facilitate periodic meetings with contractors to review schedule and progress and report to EPC-1 Head of Planning
•    Review contractor’s construction productivity, manpower, quantities on a weekly basis and produce KPIs for PMT review. Adhere to client project procedures and periodically review and improve. Liaise regularly with the procurement team to monitor alignment with the expediting report and construction schedule.
•    Review EPC Contractor’s progress reports; verify and endorse claimed progress. Review and endorse schedule and progress baselines and forecasts prepared by EPC Contractor. Review EPC Contractor’s project control procedures (home office and field control procedures) to ensure that Company’s requirements are being met.
•    Maintain and ensure regular update of a handover-focused dashboard for Major Project Inlet/Offsites Area of the EPC-1.

•    Bachelors degree in engineering or construction alternatively relevant experience in oil and gas industry. 

Knowledge and Key Skills
•    Minimum of 10 years of major EPC project experience within the Oil and Gas Industry.

•    Experience in Primavera P6 scheduling tools and advanced excel.
•    Knowledge of working with large construction data to produce KPI’s.

Key Job Accountabilities

Activities

•    Initiate with Project Control process for re-certification, re-calibration, test for specific equipment (pressure gauges, valves) by Third party/Vendor or cable cuttings if need.
•    Coordinate with department Warehouse Material Controller for the transfer of department material into warehouse locations.
•    On demand of Project Engineers proceed for creating SAP code for fabricated items to MRP team.
•    Initiate (and/or coordinate) with Warehouse team & MRP team for updating PALM / SAP Work Order by adding or deleting lines of items, SAP STO (Stock Transfer Order) or Delivery Notes
•    Coordinate the offshore material returns / surplus materials with Backload team and department Warehouse Material Controller for the dispatch (to W/H 0005 storage, to “UNFIT” bins, to Vendors)
•    On regular basis, visit the Warehouse teams to improve the communications and get feedbacks from site.
•    Carry out any other duty that may be assigned from time to time by his line management

Qualifications
•    Graduate with excellent communication and interpersonal skills.
•    Professional experience of at least 8 years post graduation with at least 10 years in Materials / Logistics management

Operator is responsible for all aspects of SWD injection well sites. This includes making sure all safety and policy procedures are in place. Wind socks are visible and not torn. Also, make sure all proper signage is on tanks, pumps, and filter pots (if needed for NORM). Daily routines include monitoring wellhead pressures (Tubing, Casing and Surface Casing). Suction/ discharge pressures as well as flow rates and line pressures. Along with this, filter differential pressures for possible filter changes when needed. Monitor all pumps on location inspecting seals on H-Pumps, charge and transfer pumps and replacing as needed. Gauging and thieving tanks to verify oil, water and bs in all of the facility tanks. Call in trucks as needed to move or skim tanks after verifying levels. Make sure all gauges are entered correctly into evin. Make sure all effected personnel are notified if making any changes or troubleshooting automation with good communication. Keeping all facilities in proper working order is required (changing out valves on filter pots, anything that is not working properly). Also keep each location clean from trash or messes.

Description of Water Transfer Operations and Leak Detection:

Along with the above responsibilities, SWD operator is responsible for all aspects of water transfer and leak detection in their area. Operations and maintenance of all facility pumps are to be monitored on a daily basis. Inspect seals on transfer pumps, replace as needed. Monitoring flow rates and line pressures in their area to ensure proper operations. Clean y-strainers, purge lines are a part of the operations and should be done on an as needed basis. Leak detection on all risers in your area as well as all facility pumps replacing carbon steel with stainless or in some cases poly as needed to reduce the possibility of a future leak. Also keep each location clean from trash and messes. Make sure that all valves on any of our equipment has plugs in them at all times!

  • Provide required engineering services and technical knowledge for the application of new or different processes, equipment, and materials in existing production units to improve production rates, quality, lower production cost, and/or improve equipment reliability.
  • Develop plans for projects and prepare budget estimates for approvals.
  • Coordinate contract engineering services for projects in accordance with good engineering and safety practices, governmental regulations, plant specifications, applicable codes and underwriter requirements.
  • Develop and/or update engineering procedures in order to ensure optimum engineering support for plant facilities.
  • Initiate procurement of materials and communicate with Purchasing, Vendors, and Stores to control expediting and receiving of material.
  • Prepare work scope descriptions and bid specifications for Purchasing to request bids from vendors and contractors.
  • Review and approve construction drawings, vendor equipment, vessels, and machinery related to industrial processes.
  • Review and provide recommendations on engineering and construction bid packages.
  • Coordinate field installation, inspect, and accept work.
  • Prepare project status, construction progress, and cost forecast reports required to keep management informed of progress on assigned projects.
  • Communicate with Maintenance and Production personnel to acquire design feedback experience on previously installed equipment and material.
  • Fully support Company goals of continuous improvement and operational excellence at strategic and tactical levels including reviewing area of responsibility for improvement opportunities to initiate projects or communicate ideas to management.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
  • B.S. Degree in Electrical Engineering
  • 5-10 years of experience in a chemical/petrochemical plant or related industry in the engineering field.
  • Active TWIC required ***
  • 2+ years of project engineering experience.
  • Experience leading capital projects: budgeting, forecasting, administration of schedule, and cost control.
  • Ability to read and interpret P&IDs, ACAD drawings, and equipment literature applicable in a chemical facility.
  • Previous experience with SAP is preferred.
  • Strong in Microsoft Office Suite, including Excel.

WORK ENVIRONMENT
The primary work environment will be in an office, however, some of the work may be required in the operating units which may result in exposure to outside elements, require usage of stairs and elevators, and mandate usage of required PPE including safety glasses, hardhat, goggles, hearing protection, etc.

Specific Key Responsibilities & Activities
  • Prepare design/fabrication drawings of steel structures and piping (P&IDs/Isometrics) using Autodesk Inventor and AutoCAD software.  Prepare offshore operations method drawings.
  • Interface with other disciplines to obtain input for designs and drawings and to develop clash free designs.
  • Assist in the identification of technical problems and contribute with possible solutions.
  • Conduct self-check on drawing/sketches.
  • Prepare drawings and sketches consistent with good engineering practice and in compliance with company drawing office procedures.
  • Assist Fabrication as required in the resolution of construction difficulties relating to design problems, clashes, etc.

 Essential Experience, Skills and Knowledge
  • Technical education related to mechanical, structural or civil engineering.
  • Proficient in design/drafting of subsea steel structures including piping.
  • Proficient in the use of Autodesk Inventor.
  • Proficient in the use of Autodesk AutoCAD.
  • Ability to function within a multiple disciplines design team across multiple projects.
  • Ability to prioritise, organise and deliver work to deadlines set by management.
  • Good working knowledge of other non-technical software e.g. MS Office including Excel, Word and PowerPoint.
  • Sound communication skills in English, both verbally and written

Desirable Experience, Skills and Knowledge
  • Experience working with offshore field layouts and route planning and general subsea field development.
  • Experience working on offshore operations method drawings.
  • Experience in Offshore Wind installation/structures.
  • Experience with Autodesk Civil 3D for layout and alignment sheet production.
  • Experience with Autodesk Vault for data (drawings/models) management

Required Skills:

  • RO or SRO (including 5+ years of experience) OR;
  • Applicable discipline INPO accredited initial training program OR;
  • Senior Instructor Training Cert (including 5+ years of experience).
Preferred Background:
  • Preferred experience utilizing Vision or equivalent training material development software.
  • Experience in the I&C maintenance shop who has been a “doer” has done the work they are training.
  • Experience in training for Westinghouse 3 loop PWR.
  • 5-6 years of experience in nuclear industry, industrial, or military experience with full competency skills.
Education:
  • High School diploma or GED is required.

Job responsibilities:
  • Oversees the initial training of Nuclear Employees including CBT’s and Activity Performance Measures.
  • Conducts training on Fall Protection, Confined Space, Fire Watch, and Respirator/SCBA.
  • Utilizes multiple training databases to track qualifications of site and supplemental personnel.
  • Processes workflow from identification of a resource needing to work on site from access requesting through initial training.
  • Analyse and develop training materials, train and lead others, interface with regulatory personnel and industry peers, informal leadership skills, ability to effectively communicate with regulators.
