We are currently recruiting for an Fired equipment engineer to be placed in Nanterre, France and would be on a 12-month contract with the possibility of extension. The purpose of this specification is to define the conditions for the performance of services relating to the studies of equipment subject to flame (combustion) to be carried out by the service provider as part of an ongoing project.


Qualifications:
 
  • Mastery of the specificities of the requisition process (establishment of technical specifications, technical evaluations of supplier offer, follow up of detailed engineering and review of supplier plans)
  • Mastery of the knowhow of equipment packages such as:
    • Equipment subject to flame/combustion such as: boilers, torches, incinerators, flue gas heat recovery (steam generator), smoke treatments, CO2 capture, etc. etc
  • Mastery of applicable codes (API, AISC, ASME, etc.).

Contract Details: This position is a temporary assignment for 1 year.

Role Overview:
The HR Coordinator has to ensure that the mobilisation/demobilisation of the personnel is done according to the project plan and all related aspect of HR administration (Visas,TAS contract administration, relocation...) are properly managed.
The HR coordinator shall develop proper reporting documents to ease communication with all the project stakeholders and allow a good follow up of HR activities.

Key Responsibilities:
The main HR Coordinator activities are to:
  • Support the lead HR and PCM in all HR aspects.
  • Develop and update the mobilization / demobilization plan and organigram in relation with the Project Management.
  • Develop HR procedures and supervise their implementation with the lead HR and PCM.
  • Generate all required reports for Management, HQ and Iraqi affiliate.

Contract administration.

2.            Advises on all contract management processes for the assigned packages and provides contracting support across the project team including the preparation of all letters, the review of all change order requests, the early identification of all potential contract variations and the contract administration for variations related to the contracts.
3.            Ensure commercial and contractual correspondence with the contractor are efficiently handled.
4.            Participate in the change management process and together with the team ensure minimum changes at best possible cost and conditions.
5.            Actively liaise with team members to ensure commitments and milestones are achieved and liaise with contractor to expedite progress mindful of the remedies offered under the contract.
6.            Under the direction of the Lead of Contracts, and in coordination with the Business lead, actively liaise with Supply and legal departments for the administration of issues related to damages, claims, disputes, etc.

Long Lead items Procurement & Contracts administration:
9.            Participate in the procurement of all Long Lead Items, in coordination with the supply and Legal department.
10.         Advises on the day-to-day contracts administration of all long lead items package until their effective novation to the EPCI Contractor.
ITT preparation and follow up until EPCI Contract award:
11.         Support development of multiple Cost / Schedule driven Contracting Scenarios for Input into the contracting strategy workshops.
12.         Develop Bid Evaluation Plans, Procedures and Models for evaluating Technical Bid and Price Bids.
13.         Participate, in close cooperation with client’s supply department, in the contractual review of the prequalification’s dossiers and the selection of bidders.
14.         Prepare and validate the bid documents by preparing the commercial contents and obtaining the technical contents for contractual review.
15.         Participating in the development of fit for purpose / bespoke Articles of Agreement for the future EPCI Contract and recommendation of improvements to existing contracts forms, all in close collaboration with client’s supply and legal departments.
16.         Analyse the lessons learnt from ongoing project EPCI Contracts so as to incorporate any and all in the tender documents to prevent reoccurrence of the same issues and claims.
17.         Establish the contractual review of all clarifications and tender bulletins proposed by the project team before issuance to bidders by supply department.
18.         Check that client’s interest are safeguarded in the Letter of Award (LOA) and that the parties’ rights and obligations, as amended by the tender bulletins are incorporated in the final EPCI contract.
After EPCI Contract Award:
19.         Manage the global contractual daily requirements, including the preparation of all letters and preparation of all change orders. Porting of claim and variation progress.
20.         Handle contractor claims effectively and to resolve issues on behalf of Company.
21.         Endeavor to maintain a clear and fair communication with the EPCI Contractor.
22.         Timely handle the LLI POs Novation to the EPCI Contractor, in close coordination with the supply department.

Auditor specialist with depth understanding and knowledge of appropriate Oil & Gas compliance and other International applicable regulations and laws, which allows the individual to plan and conduct internal and external audits independently and to be able to mentor less experienced auditors. 

Core responsibilities:
  • Responsible for preparing Corporate Audit Guideline considering project lifecycle. 
  • Work closely with Regulatory Compliance staff in various departments such as Engineering, CIC, Procurement, Pre-Ops, and Operation.
  • Ensure through the Audit process that the company (projects) is complying with local regulations and internal guidelines. 
  • Organize, facilitate, accompany and follow-up external audits and inspections associated to relevant International and local standards and regulations. 
  • Coordinate internal audits into the projects to ensure compliance to latest regulation: Include both planned audit and random spot check. 
  • Act as lead auditor in internal Regulatory Compliance audits (project and Site); 
  • To perform audit in any capacity in conformance with the requirements of the specified Quality/ Environmental / Safety / health and/ or any other Management Systems 
  • Prepare a checklists base on applicable legislation to support the project during the inspections during all phases (Construction / Commissioning / Integration). 
  • Support project team during elaboration of action plans and implementation of corrective actions for Audit nonconformities in order to be concluded and verified effectively, within the established by Integrated management System. 
  • In liaison with RC Management, provide direction and coordination for project activities related to RC Audits.  
  • Ensure all nonconformance and near missed are corrected and documented as lesson learnt. 
  • To control the overall performance of audit activities, including any planning, review and the control of the other members of the audit team 
  • Support projects during External Audits (Client, Regulator Authority. 
  • Liaise with external regulatory Authority for external audit for the projects. 
  • Act, when necessary, in technical dialogue and discussions with regulatory bodies and agencies in matters of Health, Safety and Environment, as well as with the applicable certifying bodies. 
  • Conduct risk assessments to identify areas of the organization that may be vulnerable to non-compliance. 
  • Promote the company's Regulatory Compliance Vision to internal and external stakeholders.  
Requirements:
  • Post Graduate qualifications in HSSEQ discipline 
  • Knowledge of international Oil and Gas regulation and legislation (eg MARPOL, SOLAS, API, IOGP, NFPA, Bahamas)
  • Experience Brazilian legislation and Brazilian regulatory inspections is a plus. 
  •  Large experience with external regulatory Authority for external audit/certifications for the projects 
  • Internal/External Audit process experience 
  • Familiar with internal/certification audits 
  • Knowledge of or experience in a compliance and safety management system environment 
  • Possess auditing experience and/ a Certified Lead Auditor  
  • Currently doing 3rd party audits with minimum of 5-year experience in quality management system. 
  • Currently qualified as an Auditor of ISO 9001/14001/45001 and/or at least 5-year experience of QHSE management systems in industries such as Oil & Gas, petrochemical and other industries. 
  • Project Monitoring & Controlling with Power BI and associate tools.

What you’ll do

The role responsibilities include:
  • Deliver discipline specific engineering services that meet our client, its customers and applicable statutory and regulatory requirements.
  • Perform discipline specific engineering services such as:
    • Prepare and review the production of mechanical package deliverables including datasheets, specifications, scope of supply, document / data requirement lists, technical bid evaluations, drawings, specifications, calculations and reports.

Our client, a major Oil & Gas company is seeking a Cost Controls & Estimator (ACCE) to work within their facilities located in Spring, TX for a 12-month contract (possible to extend) with benefits. 

The professional will perform or coordinate efforts for cost estimate preparation, estimating oversight, and quality assurance reviews, prepare Check Estimates and Schedules, and participate in estimate / Schedule assessments (verification of project cost & schedule bases).

Responsibilities:

  • Responsible for maintaining change control, cost reports, etc.
  • Work with project estimator, planner and scheduler, and Client’s accounting staff
  • Coordinate and assemble the monthly progress reports.
  • Work closely with the client’s project manager and team leads for regulated and non-regulated accounting reporting requirements.

Skills And Qualifications:

  • Bachelor’s degree in engineering within discipline or equivalent professional experience in a closely related position
  • Skills to negotiate and broker successful solutions between Internal Coordination parties above.
  • ACCE (Aspen Capital Cost Estimator); conceptual cost estimating (pre-final investment decision); experience in bid check/evaluation
  • Upstream, LNG, Unconventional and Deepwater experience preferred
  • Advanced level proficiency in Cost Estimating, Project Planning and Project Controls
  • Ability to organize, plan, control, coordinate, and effectively manage cross-functional activities.
