Job Description – Civil & Structural Engineering Lead

Job Purpose

The Civil & Structural Engineering Lead is responsible for overseeing all civil and structural engineering activities across FEED and EPC phases, ensuring full technical compliance with project requirements, specifications, industry standards, and company regulations. The role ensures that contractors deliver safe, high?quality, and fit?for?purpose engineering designs that meet the approved project scope, budget, and schedule. This includes validating that all engineering deliverables such as specifications, procedures, data sheets, and drawings align with project expectations during FEED, EPC, and subsequent phases.

Job Context & Major Challenges

  • Ensuring all civil and structural engineering activities including those executed by contractors, subcontractors, vendors, and consultants are fully aligned with department Offplots Project specifications and operating company requirements.
  • Guiding FEED and EPC contractors to produce timely, high?quality engineering deliverables that meet project milestones.
  • Maintaining strong, constructive working relationships with FEED/EPC contractors and third parties to ensure proper execution and adherence to project objectives.
  • Aligning civil and structural engineering deliverables with Operations, Quality, Engineering, and Construction stakeholders.
  • Initially based in Doha and later relocated to Ras Laffan project site offices.

Key Job Accountabilities

  1. Demonstrate strong SHES leadership and act as a role model for safety excellence across the project.
  2. Ensure civil and structural engineering work complies with regulatory requirements, project specifications, codes, standards, and safe engineering practices.
  3. Coordinate and resolve discipline?related issues to ensure timely delivery of engineering designs that meet project objectives.
  4. Ensure design recommendations and improvement programs are incorporated to enhance design integrity and reduce inefficiencies.
  5. Oversee contractor civil/structural engineering execution, verifying resource adequacy, personnel competency, and the use of approved technical tools and software.
  6. Provide civil & structural engineering input to other disciplines (procurement, construction, QA/QC, commissioning, etc.) throughout the project lifecycle.
  7. Conduct technical evaluations, including risk?based assessments of complex engineering matters with potential execution or commercial impact.
  8. Lead civil & structural interface coordination with department Onplot, department Offplot, RLIC, and any third parties during FEED/EPC.
  9. Maintain full traceability and chronology of all civil/structural engineering design changes for contract administration.
  10. Monitor discipline schedules, progress, and design integrity through management of change and deviation control processes.

Person Specification – Minimum Requirements

1. Qualifications

  • Bachelor’s Degree in Civil Engineering.

2. Knowledge & Experience

  • Minimum 8 years’ engineering experience, including 4 years in Oil & Gas and 1 year in a supervisory, acting lead, or contractor oversight role.
  • Experience working with Oil & Gas operators, EPC contractors, vendors, subcontractors, or service companies.
  • Experience with sour service gas and LNG facilities (onshore) and/or large offshore platforms and pipelines.
  • Experience in berth design and seabed dredging (advantage).
  • Strong background in brownfield engineering and execution.
  • Proven experience in large tank foundation design.
  • Strong knowledge in geotechnical engineering, foundation design, drainage systems, precast concrete, steel structures, buildings, and dynamic equipment foundation design.
  • Experience in blast design (advantage).

3. Technical & Business Skills

  • Fluent in written and spoken English.
  • Strong leadership, personal integrity, and demonstrated ability in guiding contractor teams.
  • Excellent analytical, organisational, coordination, and planning skills.
  • Effective communication and interpersonal abilities to interface at all organisational levels.
  • Strong mediation and problem?solving skills include conflict resolution, influencing, creativity, and empathy.
  • Proficient in Microsoft Office and discipline?related engineering software.
  • Comprehensive knowledge of civil engineering codes, standards, and industry best practices.
