Project:

Boden - 6 billion EUR green steel project site

We are on a mission to disrupt the global steel industry by producing green steel, with the end goal of bringing down CO2 emissions to zero. Our green steel production in Boden will be powered by one of the world’s largest green hydrogen plants, running on renewable electricity. Instead of emitting large amounts of CO?, as in traditional steelmaking processes, our primary emission will be water. By 2030, our ambition is to produce 5 million tonnes of green steel annually in our fully integrated, digitalized, and sustainable plant in Boden, located in northern Sweden - currently in construction phase.  The facility will impact, and shape, the surroundings as well as the perception of Boden, with the aim that it will be seen as a symbol for the much-needed green transition of heavy industry.

The Claims Manager is an active and engaged team member within the Contract Management team,

with a primary focus on claims and change management in support of Project Leads, Construction Managers, and other key stakeholders. The role will be a direct report to the Lead Contract Manager / Head of Contracts and with a functionally to the Site Construction Manager / Area Manager.

The Claims Manager is responsible for proactively safeguarding the business’ contractual position, with particular emphasis on the identification, preparation, defence, and resolution of claims and change matters.

Responsibilities

  • Lead and manage all contract- and claims-related matters towards Site Contractors.

  • Take ownership of the full claims lifecycle, including identification, notification, documentation, substantiation, evaluation, negotiation, and resolution of claims.

  • Ensure timely and proper handling of Change Requests and Change Orders, including commercial and contractual impact assessments.

  • Develop and implement claims strategies aligned with project objectives and risk management principles.

  • Proactively identify contractual and commercial risks and opportunities, with a strong focus on cost and time-related exposure.

  • Provide structured support to the Project Site team in the preparation of employer claims, defense against contractor claims, and dispute avoidance measures.

  • Ensure consistent and uniform interpretation of contractual clauses related to variations, extensions of time, delays, disruptions, and compensation events.

  • Maintain robust documentation and contemporaneous records to strengthen Stegra’s contractual position.

  • Support contract negotiations with a focus on risk allocation, claims provisions, and dispute resolution mechanisms.

  • Coordinate closely with Legal, Finance, Engineering, and Technical departments in relation to claims strategy and dispute management.

  • Contribute to lessons learned processes to continuously improve claims prevention and handling.

  • Ensure compliance with Stegra policies, procedures, and systems (ACC, GEP, and others).

Qualifications

  • Minimum 10 years of experience as a Contract Manager on major construction projects, with substantial hands-on experience in claims and change management.

  • Proven track record in managing complex contractor claims, including evaluation of delay, disruption, and cost claims.

  • Strong contractual and commercial acumen; legal and/or commercial background is preferred.

  • University degree or equivalent qualification in Law, Commercial Management, Engineering, or related field.

  • Excellent analytical and documentation skills with strong attention to detail.

  • Confident, structured, and solution-oriented negotiator.

  • Open, articulate, and transparent, with clear and concise communication skills, both verbal and written.
