Airswift is currently looking for a Completions Engineer to work in Port Arthur, TX for a major LNG client for an initial 1-year contract.

Primary Purpose

Help the EPC Contractor to establish and implement completions process and tools, and establish Owner’s completions tools and databases. Coordinate and engage in Owner's participation in system walk-down process of construction system handover to CSU, CSU handover to Owner.

Work closely with Project Information Teams to integrate our tools and processes with that of EPC Contractor. Assist with reviewing and validating the EPC Contractor's completion database and the system boundary drawings, ensuring the completeness of testing, inspection records, and clearance and verification of punch-list items. Duties include supporting the Completions Manager with the approval of Turnover Plan procedures, coordinating with internal stakeholders on construction readiness for turnover, pre-commissioning, and start-up activities, and collaborating with CSU and Operations for Ready for Start-Up (RFSU). Provide support during the Transfer of Care, Custody, and Control (TCCC) to Operations post-Substantial Completion.

Duties and Responsibilities

  • Ensure that all works at various completion stages are conducted per Project’s HSE procedures and within permitted requirements.
  • Monitor the development, population and implementation of project-specific Completions database, ensure that dossiers are populated per Startup scoping, and monitor completeness of dossiers per Contractor and Owner requirements.
  • Lead the effort on working closely with internal stakeholders, and act as a single point of contact for the Owner with responsibilities for completions (work scope, punch-list, and dossiers) for System Handover, RFC and RFSU completion.
  • Engage in the review and approval of relevant CONTRACTOR procedures, including but not limited to the completion aspects of all work activities, punch-list management, completion database Implementation Turnover Plan (both Construction CSU).
  • Provide analysis, reports and information to management on status of Completions, identify gaps and provide recommendations to Site/Project/CSU management. Generate weekly completions report for internal stakeholders.
  • Monitors the Completion database, extracts and uses the data to report progress on construction’s ability to deliver system turnover skyline, and follow-on progress of Pre-commissioning and Commissioning activities.
  • Liaise with EPC Contractor’s Completion team to ensure alignment with Owner’s expectations.
  • Liaise with Construction, Commissioning, and Operations (when applicable) to establish punch list requirements and provide status reports.
  • Perform other duties as assigned (no more than 5% of duties).

Education

  • Bachelor’s degree in Engineering or other relevant field; or an equivalent combination of education and experience required.

Experience

  • 8+ years of experience in completion aspects of construction, pre-com and CSU scope in the oil & gas industry and proven experience in the management and coordination of system handover and plant turnover required.
  • Experience with LNG Project is a plus.

Knowledge, Skills and Abilities

  • Knowledge of engineering, construction and safety codes and standards.
  • Good knowledge of Project documentation management (EDMS systems).
  • Proven skills and strong understanding on execution of completion stage of the project, system handover/punch-list process and progressing to ready for commissioning and handover to Owner.
  • Knowledge of environmental & safety requirements, industrial safety practices.
  • Computer literacy with proficiency in accessing Completion databases, extracting data, analytical skills, creating management information reports.
  • Proven skills for coordination and communication / work organization.
  • Ability to present issues, concerns and provide recommendations and solutions to management.
  • Fluency in English (written and spoken), Spanish will be a plus.
