Position Overview

The Construction & Installation Supervisor (E&I) is responsible for supervising and coordinating all mechanical, piping, structural, and electrical/instrumentation construction and installation activities at offshore project sites. This role ensures all works are executed safely, efficiently, and in full compliance with approved designs, industry standards, project specifications, and regulatory requirements.

The position requires extensive offshore construction experience, strong technical knowledge, and the ability to manage multinational contractor teams in complex environments.

Qualifications

  • Higher National Certificate (HNC), Higher National Diploma (HND), or Diploma in Instrumentation, Electrical, or Mechanical Engineering from a recognized institution.
  • Strong background in commissioning activities for Oil & Gas projects.
  • Demonstrated competency in construction management, communication, and conflict resolution.
  • Computer literate with excellent verbal and written communication skills.

Experience Requirements

  • 8–10 years of relevant experience in construction and installation within the Oil & Gas sector.
  • Proven experience in mechanical, piping, structural installation, and commissioning for offshore projects.
  • Familiarity with Greenfield and Brownfield construction techniques, including Wellhead Jackets (WHJs).
  • Strong understanding and implementation of construction best practices, systems, and processes.
  • Ability to interpret and review method statements, lifting plans, inspection and test plans (ITP), drawings, and construction schedules.
  • Knowledge of engineering standards, quality control, safety regulations, and environmental practices.
  • Experience working with multinational and multicultural contractor teams.
  • Ability to identify potential issues, propose practical solutions, and manage site constraints effectively.

Key Responsibilities

Site Supervision & Execution

  • Act as the company’s representative on offshore facilities or contractor marine spread, overseeing project-related activities.
  • Supervise the EPIC Contractor during execution of mechanical and steel structure construction works across offshore fields.
  • Monitor construction activities to ensure compliance with approved procedures, AFC drawings, standards, and project specifications.
  • Review and approve contractor method statements, construction schedules, JHAs, and work procedures.

Material & Documentation Control

  • Conduct and oversee material receipt inspections in accordance with project drawings and specifications.
  • Raise reports for damaged or missing materials when required.
  • Review detailed design drawings, method statements, and inspection documentation.

Permits & Compliance

  • Prepare and manage work permits as the Permit Applicant, ensuring full compliance with the company e-PTW system and contractor adherence to safety requirements.
  • Coordinate with Operations, HSEQ, and Contractor teams to ensure work is performed safely and according to approved HSEQ procedures.

Coordination & Planning

  • Liaise with asset holders for site access and preparation requirements, including hot works and other construction-related activities.
  • Attend daily planning meetings with asset owners to review work plans, progress, and constraints.
  • Coordinate offshore logistics, including personnel and material movements.

Quality Assurance & Testing

  • Supervise mechanical and structural activities, including:

  • Piping and valve installation
  • Steel structure installation
  • Lifting activities
  • Blasting and painting
  • Hydrotesting and leak testing
  • Perform and witness inspections as per the approved ITP.
  • Sign inspection records, quality control documents, and test forms.

    Mechanical Completion & Commissioning

    • Coordinate and conduct Mechanical Completion Walkdowns with contractors and end users.
    • Raise punch lists, follow up for closure, and endorse Mechanical Completion Certificates.
    • Support pre-commissioning and commissioning teams during functional testing and system readiness phases.

    Reporting

    • Maintain daily progress logs and highlight any anomalies, non-conformances, or contractual deviations.
    • Prepare and submit daily and weekly construction progress reports.
    • Review and verify contractor progress statements for accuracy.
