CONSTRUCTION SUPERVISOR

(Civil Infrastructure – Onshore Accommodation Facilities)

Qualifications

  • Bachelor’s Degree in Civil Engineering or Architectural Engineering from a recognized university
    OR
  • Diploma in Civil/Construction Engineering with substantial experience in large-scale infrastructure and building projects.

Experience

  • Minimum 10 years’ experience in construction supervision of onshore accommodation facilities, including residential buildings, camps, offices, kitchens, welfare buildings, and associated infrastructure.
  • Proven experience overseeing civil, structural, architectural, and utilities works.
  • Strong knowledge of construction best practices, standards, site execution methodologies, and HSE systems.
  • Demonstrated leadership, contractor management, coordination skills, and conflict resolution abilities.

Primary Duties and Responsibilities

  • Supervise all civil and infrastructure construction activities executed by contractors to ensure compliance with approved Scope of Work, drawings, specifications, schedules, and QHSE requirements.
  • Oversee construction of accommodation buildings, foundations, concrete structures, superstructure works, finishes, roads, drainage, utilities, and external works.
  • Review and provide comments on method statements, construction procedures, material submittals, and inspection & test plans (ITPs).
  • Act as Performing Authority for Permit to Work (PTW) activities related to construction and site works.
  • Ensure site activities are executed safely and in accordance with approved HSE plans, JSAs, and risk assessments.
  • Supervise contractor mobilization, workforce deployment, equipment, and management of site laydown areas.
  • Coordinate day-to-day construction activities to ensure timely progress and compliance with approved schedules.
  • Participate in constructability reviews and resolve site execution issues proactively.
  • Monitor workmanship quality for civil, architectural, and finishing works, ensuring adherence to approved standards.
  • Inspect completed works and coordinate pre-commissioning, testing, and inspections prior to handover.
  • Initiate and manage Mechanical Completion and readiness for handover to operations/end users.
  • Ensure timely identification, tracking, and closure of Punch List items.
  • Review, verify, and endorse redline mark-ups and as-built drawings.
  • Participate in handover, acceptance, and occupancy readiness of accommodation facilities.
  • Endorse and verify Construction Dossiers, including quality records and certifications.
  • Monitor contractor performance and certify work progress against approved milestones.
  • Participate in HSE and QA/QC audits, inspections, and site meetings as required.
  • Chair or attend construction progress meetings and prepare site progress reports, highlighting risks, delays, and mitigation actions.
  • Identify construction bottlenecks, interface issues, or safety concerns and implement corrective actions.
  • Ensure materials, equipment, and workmanship comply with approved specifications and quality plans.
  • Effectively manage multi-disciplinary and multi-cultural contractor teams on site.
  • Coordinate site permits, access control, and work sequencing to ensure uninterrupted and safe execution of works.
