Job Title: Construction Supervisor (Pipeline)
Qualifications
Higher National Certificate (HNC) in Mechanical Engineering plus relevant courses in Safety, Quality, and Construction
OR- B.Sc. / Diploma in Mechanical Engineering from a recognized university.
Experience
- Minimum 10 years of experience in oil & gas projects.
Expertise in:
- Pipeline works and associated piping/tie-ins
- Brownfield projects, stations, refineries, and cross-country pipelines in onshore oil & gas industry
- Conversant with national and international codes, standards, and specifications.
- Exposure to testing, pre-commissioning, and commissioning of new facilities in brownfield environments.
- Understanding of civil requirements and ability to interface with civil teams during mechanical execution.
- Strong supervisory, planning, and coordination skills.
- Good command of English (oral and written).
- Knowledge of industry engineering standards and QSHE (Quality, Safety, Health, Environment) awareness.
- Ability to work in a diverse cultural environment.
- Excellent communication and report-writing skills.
Primary Duties & Responsibilities
- Supervise and control site construction/installation works related to oil and gas process plants and pipelines, including mechanical, piping, and pipeline construction and testing.
- Coordinate pre-commissioning activities and assist during commissioning of facilities.
Initiate and manage documentation such as:
- Inspection Test Records (ITR-A, ITR-B, ITR-C)
- Punch lists
- Construction Completion Certificates (CCC)
- Mechanical Completion Certificates (MCC)
- Project Completion and Discharge Certificates
- Inspect construction works and materials in accordance with project quality plans and Inspection & Test Plans (ITPs).
- Supervise EPIC contractors during execution of construction activities.
- Review design drawings, method statements, material requisitions, and related documentation.
- Coordinate contractor mobilization to site as per schedule.
- Approve construction activities and manage inspections (RFIs), material approvals, and site documentation.
- Conduct daily checks on contractor staff and work to ensure compliance with contractual obligations and specifications.
- Report anomalies or deviations and recommend corrective actions.
- Review and endorse work permits on behalf of QatarEnergy; ensure compliance with PTW systems and safety requirements.
- Participate in development of as-built drawings and documentation.
- Prepare punch lists for finished work prior to handover.
- Work closely with other QatarEnergy construction supervisors across disciplines.
- Report site issues, progress, and recommendations to senior construction supervisors.
- Liaise with QC inspectors on quality matters and HSE teams on safety matters.
- Coordinate multi-discipline activities, chair weekly progress meetings, and manage site document control.
- Review project planning and scheduling; identify slippages and assist in resource optimization.
- Ensure compliance with QatarEnergy safety regulations, project safety plans, and Qatar’s environmental regulations.
- Prepare and update daily and weekly progress reports; verify contractor progress statements.
- Attend weekly progress meetings for assigned projects.
