Airswift is looking for a Contracts Advisor III to support a major client in Spring, TX on long-term contract based on performance

Schedule: 5/40 – fully in office

The Contracts Advisor supports or leads the implementation of project contracting. This may include strategy and planning work during early project development phases, contractor qualification, leading and managing commercial aspects of Pre-FEED / FEED / EPC contract development processes, assisting in contractor evaluation, selection, and award recommendations, ensuring execution and administration of high?quality prime contracts, and coordinating interfaces post?award through contract close?out.

The Contracts Advisor leads project contracting for onshore pipeline, CO? sequestration, and Low Carbon Solutions (LCS) projects. Responsibilities include strategy and planning, contractor qualification, leading commercial aspects of Pre?FEED / FEED / EPC contract development, evaluation and selection processes, award recommendations, administering prime contracts, and coordinating post?award interfaces through contract close?out.

RESPONSIBILITIES:

  • Manages processes, produces deliverables, and updates tools to support development of project contracting strategy, contractor qualification, bid slates, tender, and proposal evaluation
  • Develops detailed Contracting Plan(s) aligned with overall Contracting Strategy
  • Prepares Invitation to Tender (ITT) packages per responsibility matrix
  • Maintains correspondence database to ensure all clarifications and agreements are documented in final proposals
  • Leads or supports negotiations on contested contractual terms and conditions
  • Conforms contract documents per selected bidder’s proposal, clarifications, and negotiations
  • Obtains functional reviews/endorsements (Law, Audit, Controllers, etc.), as required
  • Provides pricing and commercial analysis to Project Team for award recommendation
  • Assists Project Team in securing award approvals/endorsements from senior management
  • Develops and maintains final contract files
  • Leads internal contract kick?off meetings (awareness, T&Cs, change order process, claims avoidance)
  • Develops materials for external kick?off meetings
  • Leads or supports Contract Administration
  • Reviews and comments on Contractor’s contracting and subcontracting plans and deliverables
  • Expedites and manages contractor commercial documents (insurance certificates, guarantees, LOCs, etc.)
  • Reviews and updates project file system / procedures / Master Document Register
  • Coordinates contractual correspondence procedures and notices
  • Develops and monitors invoicing and payment approval processes
  • Coordinates change control (amendments, change orders, logs, MOC, deviations)
  • Oversees Contractor’s subcontracting activities
  • Advises project team on contract administration issues and mitigation
  • Measures contractor performance and delivers feedback
  • Captures and communicates contract administration lessons learned
  • Develops Contract Close?Out Plan
  • Establishes close?out agreement with contractor

REQUIREMENTS:

  • Experience in Contracts Engineering / Administration preferred
  • Previous experience in a closely related position required
  • Experience in commercial negotiations, contractor management, and contract administration
  • BS in Engineering preferred
  • Broad understanding of project execution and contracting principles
  • Willingness to travel or relocate to project sites
  • Owner/Operator project management experience preferred
  • Professional certifications (ISM CPM/CPSM, APICS, PMP)
