Job Title: CONTRACTS ENGINEER
Qualifications
- Bachelor’s Degree in Quantity Surveying, Engineering, or equivalent discipline.
Experience
- Minimum 10 years of experience in pre- and post-contract administration or supply chain environment, with at least 5 years in the oil and gas industry.
- Sound knowledge of Contracts Law (desirable).
Proficient in:
- Commercial and contractual aspects of pre- and post-award contract administration.
- Contractual correspondence, contract verbatim, and report writing.
- Analytical, logical, and problem-solving skills.
- Thorough understanding of engineering, procurement, and construction techniques.
- Familiarity with various contract types such as FEED, ECS, Construction, Consultancy, and O\&M contracts.
- Knowledge of Incoterms and their commercial implications.
- Computer literate with ability to perform contract analysis and evaluate statistical data (historical and projected).
- SAP knowledge is preferred.
Primary Duties & Responsibilities
- Advise on tendering and contracting strategies at project inception; prepare pre-qualification documents, invitations, and evaluation criteria in consultation with Sponsoring Department (SD).
- Suggest appropriate tendering processes and prepare Tender Plan submissions along with tender strategies.
- Review and comment on Scopes of Work/Services (SOW), identify contractual gaps, unlimited liabilities, and verify completeness of technical information.
- Ensure consistency and accuracy across tender documents; recommend suitable pricing mechanisms aligned with SOW.
- Manage tender queries, review technical responses, and prepare commercial clarifications; ensure timely issuance of Tender Bulletins.
- Participate in mid-tender meetings, site visits, and discussions with bidders.
- Address deviations to General Conditions of Contract and ensure compliance of bids with tender requirements.
- Prepare Technical Evaluation Reports and lead Commercial Evaluation, including analysis of proposals, preparation of Commercial Tabulation, and Evaluation Reports.
- Coordinate with SD for Award Plan and Letter of Acceptance; finalize and issue draft contracts for execution.
- Administer change management processes, evaluate proposed changes for contractual impact, and assess contractor claims from contractual and commercial perspectives.
- Ensure timely initiation of contract close-out processes; review Completion Certificates, Statement of Final Accounts, Close-out Reports, and Discharge Certificates.
- Identify global trends in material supply to support sourcing strategies and risk mitigation plans.
- Participate in creation and implementation of SLAs and KPIs; monitor performance and key deliverables such as administration of bonds and guarantees.
