Job Objective



The Country Office Coordinator plays a central role in supporting Shell’s re?entry into Angola by establishing and maintaining all local office operations. As part of a small, agile start?up?phase team working closely with the Country Chair and the Government & External Relations Advisor, this role ensures smooth day?to?day administrative, logistical, contractual, IT, and finance?related processes. With no existing infrastructure in country, the Office Manager provides the operational foundation needed for the team to focus on strategic business priorities.



Duties and Responsibilities


Office Operations & Administration

  • Set up and manage all aspects of the local office environment, ensuring efficient and compliant operations.
  • Receive and direct visitors appropriately, including handling access cards.
  • Coordinate calls, meetings, and appointments with internal and external stakeholders.
  • Maintain managers’ calendars, arrange travel, and support diary management.
  • Provide general clerical support including mailing, scanning, courier services, and document handling.

Vendor, Procurement & Contract Management

  • Manage vendors and service providers, including procurement, contract administration, and acting as contract holder.
  • Handle invoice processing, petty cash, banking errands, and troubleshooting issues with Shell’s corporate finance centers.
  • Liaise with vendors and Accounts Payable teams to resolve payment delays and maintain strong working relationships (critical for avoiding service disruption).

Logistics, Travel & Event Coordination

  • Coordinate travel logistics, visa processes, and secure transportation needs.
  • Support preparation and delivery of internal and external events, including engagements with government offices, industry groups, and trade associations.
  • Participate in the organisation of company business and social events.

IT & Systems Support

  • Liaise with local IT service providers and troubleshoot basic technical issues.
  • Maintain departmental SharePoint sites and support compliance with Records Management policies.
  • Use Microsoft Office Suite and digital collaboration tools to support day?to?day operations.

Cross?functional Coordination

  • Serve as the operational anchor of the local team, helping build systems, processes, and structure from scratch in a fast?paced, ambiguous setting.
  • Ensure effective administrative interactions with local officials (e.g., visas, customs clearances) without implying formal stakeholder?engagement responsibilities.

Experience / Skills


Hard Skills (Non?Negotiable)

  • Business proficiency in Portuguese and English.
  • Proven experience in office management or administrative coordination.
  • Strong understanding of procurement, vendor management, and contract administration, including SAP.
  • Experience acting as contract holder and managing service contracts.
  • Familiarity with finance processes (petty cash, invoices, banking errands) and troubleshooting payment issues with corporate functions.
  • Ability to liaise with local IT service providers and resolve basic technical problems.
  • Experience with travel logistics, visa arrangements, and event planning.
  • Proficiency in Microsoft Office Suite and digital collaboration tools.
  • Knowledge of oil and gas industry HSSE standards and ethics & compliance expectations.
  • Ability to work independently and manage multiple priorities in a fast?moving environment.
