Job Objective
The Government & External Relations – Country Lead Advisor Angola is responsible for protecting and growing the leading international oil company business value in Angola by delivering high?quality corporate relations, communications, and stakeholder engagement. As the sole Government & External Relations resource in the country, the role supports the leading international oil company re?entry into Angola by advising the Country Chair and business leaders on reputational, geopolitical, and societal dynamics, helping secure the leading international oil company licence to operate and enabling growth opportunities aligned with the leading international oil company global Government & External Relations strategy.
Duties and Responsibilities
Deliver all Government & External Relations activities in Angola to protect and enhance the leading international oil company reputation and support business objectives and growth opportunities.
Advise the Country Chair and business leadership on geopolitical, socio?economic, reputational, and other non?technical risks, influencing integrated decision?making.
Evaluate, manage, and integrate non?technical risks (including social, political, and reputational factors) into business planning and execution.
Design, plan, and execute effective Government & External Relations and communication strategies aligned with local business priorities and global Corporate Relations frameworks.
Lead strategic communications planning and execution to strengthen the leading international oil company brand and positioning in Angola.
Project?manage and deliver country and/or project social investment programmes in alignment with business priorities.
Provide Government & External Relations support to commercial deal teams, including scenario planning, stakeholder mapping, and risk?based communication strategies.
Build, maintain, and manage relationships with key stakeholders, including government entities, partners, international institutions, and civil society organisations.
Represent the leading international oil company externally, as appropriate, ensuring consistent and credible positioning.
Influence outcomes without formal authority through proactive advice, collaboration, and integrated ways of working across functions and businesses.
Actively participate in the regional Government & External Relations network, sharing insights, intelligence, and best practices across countries.
Required Academic Background and/or Licenses
Bachelor’s degree or equivalent.
Experience / Skills
Several years of relevant professional experience, preferably in Government & External Relations, Corporate Relations, communications, external affairs, or stakeholder management.
Demonstrable understanding of business priorities and key stakeholders relevant to the leading international oil company interests and reputation in Angola.
Strong understanding of geopolitical, socio?economic, and stakeholder landscapes, with the ability to quickly gain deep insight into the leading international oil company business and reputational drivers.
Proven ability to translate business objectives into effective, multi?channel stakeholder engagement and communication plans.
Strong commercial acumen with the ability to integrate Government & External Relations strategies with business objectives.
Experience preparing impactful, high?quality content that resonates with diverse stakeholders and positions the leading international oil company as a credible energy sector player.
Ability to anticipate, interpret, and integrate evolving laws, regulations, external insights, and societal expectations into effective risk?management strategies.
Excellent stakeholder engagement and business?partnering skills, with the ability to influence at all levels of seniority.
Self?starting, creative, collaborative, and resilient, with a learner mindset and the ability to operate effectively in ambiguous, high?pressure environments.
Excellent written and oral communication skills in both Portuguese and English.
Experience within the energy or extractives industry is an advantage.

This role is based in Luanda and reports to the Regional Corporate Relations Manager Sub?Saharan Africa, as part of a highly collaborative regional Corporate Relations community.
