We are working with a Major Oil & Gas operator to source a Head of Commissioning (Buildings/HVAC). This is a long-term contract role. Please see details below. 

Title: Head of Commissioning (Buildings/HVAC)

Start Date: ASAP (typically within 1 month notice)

Location: Qatar Onshore

Working Schedule: 6 days per week / 10 hours per day

--Experience Required—

Key Job Accountabilities

•    Ensure Pre-Commissioning and Commissioning activities of Buildings and HVAC scope is conducted in accordance with regulatory requirements, project specifications and approved variations, as required.

•    Steward work execution, ensuring technical alignment and compliance with client operational policies, standards of business conduct and project management system.

•    Interface with the respective teams to resolve Buildings and HVAC scope issues to ensure design implementation addresses each stakeholders' expectations and is consistent with client and Project objectives. Communicate with and recommend solutions to Project Management Team when necessary.

•    Manage EPC Contractor's execution of Buildings and HVAC scope with subcontractor, vendor and other package vendors, in accordance with the roles and responsibilities given in the contract, to ensure safe and seamless integration of the systems.

•    Provide support for multi-discipline activities by extending Buildings and HVAC expertise to other disciplines as necessary, in support of completing activities within schedule and making appropriate recommendations to management on related issues.

•    Direct the EPC Contractor to develop plans and work schedules that ensure effective completion of PC&C activities and provide data (narrative, charts, graphs), change management recommendations and recovery plans to address any schedule delays for monthly progress and stewardship reporting.

•    Advise and provide guidance to the EPC Contractor ensuring their capability in delivering all contract documents, progress and reporting measures and recommend additional technical support to address gaps.

•    Plan and schedule the Buildings and HVAC milestones to enable efficient project execution. Communicates HVAC performance through monthly engineering surveillance reports with the appropriate metrics and KPIs.

•    Evaluate safety analysis studies and provide the required input to support project management in key decision making. Participate in sharing lessons learned from previous projects, together with capturing current lessons learned to support future project and review teams.

--Minimum Requirements--

Qualifications

•    Bachelor’s degree in applied sciences or engineering.

Knowledge and Key Skills

•    10 years' experience in EPC projects within HVAC & Buildings disciplines during detailed design, procurement, construction, and commissioning phases, including 8 years design experience as a Lead HVAC Engineer and 2 years commissioning experience of HVAC systems, associated controls, chilled water and refrigeration equipment, oversight of service/vendor personnel. 

•    HVAC experience of industrial building design including: 

o    Electrical Substations and Battery Rooms
o    Instrumentation & Control Rooms
o    Office & Administration Buildings
o    Warehouses, Utilities and Storage Buildings

•    Refrigeration design experience is an advantage. 

•    Experience in large Oil & Gas Facilities, Lump Sum EPC. 

•    Experience in large HVAC design projects in Middle East environment an advantage. 

•    Experience working in a major LNG project environment within the Oil & Gas industry and having a broad knowledge of engineering execution including design standards, specifications, codes, safety criteria, cyber security requirements, construction and operations. 

•    Knowledge of Greenfield / Brownfield commissioning is required. 

•    Excellent written and oral English skills.
