Head of Project Controls

Job Purpose

• Ensure effective, timely, and cost?efficient execution of project controls activities—including planning, cost management, scheduling, change management, and risk management—through standardized processes and systems that support informed decision?making and successful project delivery.

Reporting and Relationships

• Reports to: Business Manager
• Direct reports: 2

Internal Contacts:

• Regular interaction with the Project Management Team, Engineering, Finance, Planning & Services, Performance & Delivery, and other supporting departments.
• Periodic interaction with Legal and Risk Management.

External Contacts:

• Regular contact with stakeholders, contractors (FEED/EPC), subcontractors, vendors, suppliers, and third?party service providers.

Job Context & Major Challenges

• Requires strong understanding of project drivers and the ability to establish responsibilities, workflows, and communication protocols.
• Responsible for developing and implementing project control procedures for reporting, cost control, schedule management, change control, and risk/issue management.
• Operates in a high?pressure, fast?paced major project environment.
• Key challenges include performing detailed project control assessments, developing recovery and mitigation plans under short timelines, managing contractor interfaces, and influencing outcomes across multidisciplinary and multicultural teams.

Key Job Accountabilities

1. Provide managerial and technical direction for project controls—including reporting, cost, schedule, change, and risk management—through fit?for?purpose procedures and workflows.
2. Manage project controls activities and coordinate inputs across engineering, construction, HSEQ, planning, cost control, and other functions.
3. Ensure contractors implement effective project controls measures, particularly in change, risk, and issue management, and in alignment with organizational standards.
4. Oversee the preparation and delivery of project controls deliverables in accordance with project management requirements.
5. Lead the creation, maintenance, and periodic updating of the Project Control Plan throughout the project lifecycle.
6. Coordinate the collection, consolidation, analysis, and reporting of project control data—including progress, trends, and forecasts—to identify potential issues early.
7. Manage implementation of approved project changes, ensuring cost and schedule impacts are fully assessed and incorporated.
8. Evaluate contractor performance, resolve discrepancies, and ensure integrated planning and cost control systems are established and functioning.
9. Act as the primary interface between the Business Manager and contractors on all matters related to project controls and reporting.

Part B: Person Specification – Minimum Requirements

Qualifications

• Bachelor’s degree in Sciences or Engineering.

Knowledge & Experience

• Minimum 10 years of experience in project functions such as project management, engineering, construction, or procurement within the oil & gas industry.
• Minimum 2 years in supervisory roles or oversight of contractor/supplier/vendor personnel.
• Demonstrated experience in cost, schedule, change, and risk management.
• Minimum 3 years’ experience in leadership or supervisory roles.
• Experience working with FEED/EPC contractors and within multidisciplinary project teams.

Technical & Business Skills

• Strong understanding of project controls systems, processes, and reporting requirements.
• Excellent communication skills in English (written and verbal).
• Strong stakeholder management and influencing abilities.
• High computer literacy, with proficiency in project controls and reporting tools.
