Role Overview
- Support EPcmC staff & contractors to ensure timely and budget-compliant delivery of pipeline and associated facilities.
- Provide on-the-job training and coaching to local personnel, coordinating with training providers.
- Implement and communicate safe work practices on project sites.
- Promote EACOP principles of Zero Harm in project delivery.
- Engage with project leadership to clarify HSE roles and responsibilities.
- Coordinate with Emergency Response for cross-functional engagement.
- Ensure compliance of HSE management systems and processes.
- Review contractor HSE procedures for compliance with regulatory requirements.
- Conduct focused HSE compliance audits and surveillance reviews.
- Manage surveillance and inspection activities of the EACOP H&S Team.
- Monitor HSE activities of contracted inspection services.
- Expedite field reporting on construction progress against HSE KPIs.
- Maintain databases for HSE reports and compliance audits.
- Present HSE systems to internal and external auditors.
- Review contractor safety inspection reports for compliance.
- Schedule H&S supervisors for site HSE moments and toolbox talks.
- Participate in incident investigations and reviews as necessary.
- Attend project meetings to verify HSE metrics and KPIs.
- Coordinate surveillance and compliance reviews of contractors.
- Perform inspections to ensure HSE compliance.
- Provide ethical support within a multi-cultural business framework.
- Mentor exemplary behavior regarding HSE and company ethics.
Skills & Qualifications
- Proven experience with ISO 45000 & ISO 9001 frameworks or equivalent management systems.
- Competency in applications like Assure, OMIE, Aconex, SharePoint, Adobe, MS Office (Word, Excel, PowerPoint, Visio).
- Knowledge of safety compliance, risk controls, and site HSE hierarchy.
- Ability to identify and meet key project deliverables and HSE objectives.
- Proficiency in interpreting HSE plans, policies, and regulations.
- Experience with root cause analysis (RCA) and data-driven decision-making.
- Familiarity with PTW systems of work and approval processes.
- Strong communication skills to articulate safety concerns effectively.
Education & Experience
- Bachelor’s degree in an appropriate field of HSE study with 7-10 years of management experience in HSE.
- NEBOSH Diploma / IGC or equivalent qualifications supporting HSE management for major construction projects.
- If no four-year degree, an additional five years of related HSE leadership experience is required along with appropriate safety certifications.
- 5-7 years of HSE experience (minimum 3 years site-based) within cross-functional oil & gas project teams.
