Role Overview:

The HSE Manager will lead Health, Safety, and Environmental (HSE) activities during the design phase of an offshore platform / FPSO project. This role ensures compliance with international standards, local regulations, and client requirements, embedding safety and environmental considerations into engineering deliverables and project execution plans.

Responsibilities:

• HSE Leadership
o Develop and implement the HSE Management Plan for the offshore platform / FPSO design phase.
o Provide guidance to engineering teams on safety-in-design principles.
o Promote a strong HSE culture across all project stakeholders.

• Design Safety
o Ensure compliance with relevant codes, standards (e.g., ISO, API, IMO), and regulatory requirements.
o Conduct HAZID, HAZOP, SIL, and other risk assessments during design reviews.
o Integrate safety and environmental considerations into layout, equipment selection, and process design.

• Regulatory & Client Interface
o Liaise with classification societies and regulatory bodies for design approvals.
o Ensure alignment with client HSE expectations and contractual obligations.

• Documentation & Reporting
o Prepare HSE deliverables such as Safety Case, Environmental Impact Assessments, and Design Risk Registers.
o Monitor and report HSE performance metrics to project leadership.

• Training & Awareness
o Conduct HSE workshops for design teams.
o Ensure competency development for safety-critical roles.

Requirements

• Bachelor’s degree in Engineering, Safety Management, or related discipline.
• Minimum 10 years of HSE experience in offshore oil & gas projects, with at least 5 years in FPSO design or similar.
• Strong knowledge of international HSE standards (ISO 14001, ISO 45001) and offshore regulations.
• Experience in safety studies (HAZID, HAZOP, LOPA, SIL).
• Excellent communication and stakeholder management skills.
